Star City Council Meeting Minutes March 20, 2018 The regular meeting of the Star City Council was held at 7:00 pm at Star City Hall, 10769 S. State Street, Star, Idaho on March 20, 2018. Mayor Chad Bell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Councilmen David Hershey, Michael Keyes, Trevor Chadwick, Kevin Nielsen Approval of Agenda: Keyes, Chadwick all ayes Consent Agenda: Approval of Regular Meeting Minutes of March 6, 2018 and Findings of Fact & Conclusions of Law for Eagle Crossroads LLC., Comprehensive Map Amendment, Annexation and Zoning. Chadwick moved, Nielsen seconded the motion. Keyes meeting minutes correct spelling corrected of Keyes name. All aye: motion carried. Presentations/Public Input: Idaho Fish & Wildlife – Joe Kozfly, Regional Fisheries Management – public outreach, fish stocking, looking for access points for the public to fish. Provide boat ramps, restrooms at locations. Apply grants to handle purchasing the new property. Bent Lane, public access – not a legal access, when it was platted with Canyon County it was supposed to be put in the platting for an access. When the crash occurs it did not get recorded. Forming a partnership, Fish and Game would hold easement, to park and berm along the river, access the river. Fish and Game can’t get MOU’s, Tim Eck will provide a legal description, then get the Commission’s approval. Develop parking area – fencing parking area, City to assist with maintenance and garbage pickup. Document is template to start the discussion. Just like we do with other agreements. Chadwick item F – agrees time controlled gate for Eck to do. Item I City to discuss items. The Mayor stated the City is on board. ACHD Path and Bike paths – Brooke Green – Star Neighborhood Bike and Pedestrian Plan – They are coming to Star for planning for pathways. Incorporate plans and paths. The City plans where we want projects for ACHD. A power point presentation was discussed. Keyes part of our City is Canyon County do you work with people on the other side. There is a neighborhood plan to go across the county – working on it. Chadwick believes it will work great. Chadwick is the representative for Star. Old/New Business: Public Hearing: The Mayor reviewed the procedure for the public hearing. We will have a presentation by the applicant, staff comments, Council questions, move to public input limiting speaking to 3 minutes, then applicant rebuttal, close public hearing and move to deliberations. Council has any contact or conflicts of interest =Nielsen Saddlebrook property manager – she is not aware of any conditions. HOA is not considering the irrigation for this application. ---PAGE BREAK--- Public hearing open: Applicant – Wendy Shrief JUB Engineers, 250 S. Beechwood, Boise, Idaho. Project was part of Saddlebrook Subdivsion, seventh phase and it has expired. He is not the final phase of Saddlebrook Subdivision. 14.7 acres and proposing 43 lots – 37 resid. Lots 2.52 residential lots per acre –it is a larger lot. It was originally R2, but requesting R3. She met with the neighbors across the street and they were excited as this property has not been maintained. A real positive development for Star. Utah Developer and here tonight. Worked with Cathy on the layout – we are in agreement with staff report. Talked with Fire Chief regarding his comment letter. Because of the nuber of lots proposed they are in fact over the requirement they will be providing a second access for the Fire Department. They are working on where to put it. Another cul de sac, they will meet with . It is not necessary to hook into the irrigation system and they have a second way to work around the irrigation. It would be beneficial for them to join the HOA, but if not it is not a problem. Analyzing the sytem (irrigation). We are providing 3.57 acres of common area. These will be lots that are comparable to other lots. Comment in staff report about sidewalk and eight way diversion – those issues will be resolved. Road widening, sidewalks and diversion. Chadwick 3.7 common area is that the ditch – Wendy that is correct – there is a second 1.23 acres and does include the common lots – not sure how that can be used. Secondary access, two potential location lot 17 and common lot 7. In construction design and they will decide then when. Hersehy would 17 need an agreement. Yes. Keyes would that be a road – No. Chadwick can’t end in the cul de sac because it is to long. Wendy when we determine during construction, we will figure it out. There could be a reconfiguration and meet the requirement. W. Pummel Court the hammerhead not allowed to have – 45 feet. Wendy it is required no longer allowed to do it. Well under the 450 number. Keyes has a problem with flag lots and a turn around. Wendy will work with the Fire Department. ACHD is requiring a 46’ – how will that happen with that ditch. Wendy that is an issue when we get to design Access on Can Ada Road – Wendy yes Cathy mentioned this. Only one access. W. Hiddenbrook – Keyes why wasn’t this decided. Wendy it was expensive to develop the property – this is the remainder of the Saddlebrook. It is an ownerous to develop this. The Fire Code requires that the roadway goes in. The Mayor at the end of Gambrell there are 59 homes that have to go out the other way. He realizes that will be extended. It has always been the intent of the City to do for traffic flow and putting the road. Look at the roads. Wendy has client here tonight. Gambrell is a local street. Nielsen that actually reinforces the Mayors comment. We do a disservice when to our neighbors. The street to the east there is a road continuing for Phases 5 & 6 Deerhaven. Wendy the road is a public and a signal street. Public Input: ---PAGE BREAK--- Richard Stuppy, 22153 Can Ada Road – neither the City nor the Applicant has given hin any information of the property. Talk to dannty sample for four minutes – that road should go to the west 15 years ago. Tom Erlebach – no comment. Wendy – notice they used Assessor records and pulled from Canyon County and was pulled from 300 feet people. If they don’t do the connections. If go down that path we need to go down that path. He introduced, Fred Thompson 2476 Utah – develop this project. Met with Cathy and talked to several people. He likes challenges and be friends in Star. Not a huge project. Doing self paid for projects in Nampa. Alaready got the bid and moving – it is a blight and random trees. Move swiftly and make it look much nicer now. We prefer not to work on the crossing, he is working with Sample on the property. Quincannon and Deerhaven will be connecting to the road. He is willing to do what he needs to do. His personal opinion if CanAda expands it creates access – collector road and connect will have access into the neighborhoods to the commercial. Long term it creates a greater problem. Not here to contend with the City and recognized as a quality developer. From a homebuilder perspective they may start a builing company up her. Had 38000 purchase tickets last year. They build expensive homes. Answer questions. Chadwick – wants to see a preliminary plat that is clean true access for fire department road widening pressureised irrigation. Take this back and clean it up and approve soething that is real. Like to see access that comes across Flake Lateral – asample property is not in front of us now. Like to see it cleaned up and presentable for the City. Opening public input 12596 W. Hempshire Court, some of her concerns when her house touches a creek there wildlife come there they asked to have trees left there. Native trees it won’t help animals there. Walking path end in her back yard – a playground with kids trying to cross the ditch to get across. Fence or not. Applicant – Proposing a station plan and meet all requirements. They will beautify the area. They are not planning a walking path – do nto have a path – they have sidewalks. Definitely will respect their privacy. She would like to come back with a revised plat. Ward will look at the calendar. Hershey do you feel like it’s two weeks to clean this up. Wendy within two weeks she can have a conversation. Want to work with he City. Council deliberations - Hershey when a plat expires like to see real open space not canal or ditches, courtesy for plants. Culdesac is concerned don’t make the road is for just fire trucks. Full agreements if this goes through – some form of agreement. He has been through Utah he is concerned about the whole entire subdivision. They are to be built of high quality. Chadwick hammerhead gone road from Cantrel to hiddenbrook – remove irrigation note – the plan for the laterals and eight way diversion and plan for Can Ada re curbs, gutter and lights. What he heard was we are working through things and no solutions. Should we table or deny tonight. Recognize that Mr. Thomson is from out of town, he is inclined to table it as long as we don’t have this openness and have issues addressed what came tonight is not that. The other things in the is the gamblreel lights – trees in yards and micropathways trees. Nielsen very well said. Consider if you want Council consideration alternative – beautiful use ditches and useful open spaces and make it a beautiful space and reduce density larger lots. Recommend if you don’t put that crossing in you do a Trevor set for April 17th for tabling Nielsen and Hershey. All aye: motion carried. All aye: motion carried. EDC Strategic Plan – The Mayor stated that we are not ready and will reschedule it for a later date. Reports: Staff – Chief increase flows from Lucky Peak, starting tomorrow it will be at 1760, at Glenwood Bridge it’s 260. Quite a few vehicle burglaries and opened garage doors. A couple laptops and guns were stolen. Don’t leave expensive things in your cars. Safety night by Kim Ingraham, safety for kids with summer coming up – didn’t have as many respond as they wanted. Council – Hershey 57 days away from elections. Keyes – last meeting attended the chamber. The Beautification planning for events and Monday air quality and have an opening position in Star. Chadwick – tomorrow night first night meeting – will go through officers. LifeSpring is getting parking lot paved. VRT is using the back of the Fire Station. He attended Safety Night representing hunter safety. Nielsen – nothing. Mayor – Chief covered the river.Did attend the safety. Talked with Carla Karnes regarding school safety meeting at Meridian this Thursday morning. Chadwick West Ada Bond Star Elementary – new classes and gymnasium.
