Star City Council Meeting Minutes January 2, 2018 The regular meeting of the Star City Council was held on January 2, 2018 at Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Charlten Bell called the meeting to order at 7:00 pm and all stood for the Pledge of Allegiance. Roll Call: Councilmen David Hershey, Trevor Chadwick and Kevin Nielsen were all present. Councilman Richard Lockett was absent. Mayor Bell asked Pastor Steve Crane for an invocation over the meeting. Approval of the Agenda: Chadwick moved to approve the agenda, Nielsen seconded the motion. All ayes: motion carried. Consent Agenda: Chadwick moved to approve the Consent Agenda consisting of: Regular Meeting Minutes for November 21, 2017, Regular Meeting Minutes for December 19, 2017, and Claims Against the City for December 2017, Hershey seconded the motion. All ayes: motion carried. Mayor Bell explained the City was in the process of installing new equipment in the meeting room, and as a couple parts hadn't come in, it is not yet complete. He asked everyone to please speak up. Committee Reports: Beautification & Pathways Committee – Mike Olsen, 12405 W. Hidden Point Drive, Star, stated he is chairing this committee. He passed out a folder outlining their 2017 accomplishments and 2018 objectives. At their October 18th meeting they discussed the direction of the committee and Olsen was asked to again chair the committee. They meet the third Wednesday each month at City Hall. He thanked the committee members, Cathy Ward, Mayor and Council, Star Lions Club and Dana Partridge for their support. Olsen noted the Committee's accomplishments for 2017 which included installing Purple Heart Signs, participation in a Walk Audit of the City, streetlight pole refinishing, participation in EDC Strategic Planning Steering Committee, the pole banner recognition program recognized the Star Outreach, and the Committee received a Blue Cross grant for bike racks and helmets. Olsen explained they are setting some objectives for the coming year and have assigned a point person to each. He noted they have three people interested in joining the Committee and asked to have Council approval. It was noted that could be added to the next agenda for approval. Economic Development Committee - Jennifer Salmonsen, 9956 W. Golden Rain Street, Star, stated she is the chairman of the EDC Committee and they meet the 2nd Tuesday each month. They are moving ahead with the Steering Committee and should have a rough draft ready shortly. They have put a notice in the Star Courier noting they have a couple of openings on the ---PAGE BREAK--- committee. Mayor Bell stated he has been contacted by two people interested in the openings. Salmonsen noted they will be meeting next Tuesday, January 9th. Public Input: No one from the public spoke. Clarification Of Ownership of 51 Acre Park for Trident Ridge: Mayor Bell explained they had not been specific in their motion on December 19, 2017 on the ownership of the Trident Ridge 50 plus acre park and would like a motion to clarify this. Hershey moved to approve File PP-17-04 Preliminary Plat for Trident Ridge Subdivision with the stated conditions in the Staff Report, and the addition of a pedestrian foot bridge to be built, eight parking spaces, and not to exceed a $60,000.00 cap coming out of park impact fees for construction of the vehicular bridge to be built to the code stated in the letter dated December 19, 2017 from our Fire Chief, and the City to assume ownership of the 50 plus acre park, Nielsen seconded the motion. All ayes: motion carried. Swearing In Of Council Members: Mayor Bell wished to thank publicly Councilman Richard Lockett for his years of service. Lockett was not present and the Mayor will get his plaque to him. Mayor Bell asked Michael Keyes to join him up front and invited Pastor Crane to hold the Bible at Keyes request for the swearing in. The Mayor presented Keyes with a Certificate of Election and Keyes took his seat as Councilman. Mayor Bell asked David Hershey to join him and invited Kim Hershey to hold the Bible for Hershey's swearing in. The Mayor presented Hershey with a Certificate of Election and Hershey took his seat as Councilman. The Mayor asked both newly elected Councilmen to sign the Oath of Office before the public. He then thanked the Council members, past and present, for being willing to serve the City. Adjournment: Keyes moved to adjourn, Chadwick seconded the motion. All ayes: motion carried.
