Star City Council Workshop Notes December 20, 2016 – 7 pm Those Present: Mayor Chad Bell, Councilmen Richard Lockett and Trevor Chadwick, Staff Cathy Ward and Public – Richard Tinsley. The new proposed Flood Maps were discussed. FEMA has proposed a Seclusion Area for a majority of the Star area. The Seclusion Area is an area that will be studied at a later time due to different types of issues – in Star the issues are levees. The Seclusion Area makes it very hard to determine base flood elevation and could require higher insurance premiums for people living near the flood area. The Council will be presented with a letter to FEMA at their next meeting to request that Star be omitted from the Seclusion Area and returned to the Natural Valley Map until such time a further study can be determined. The City is currently looking at estimates at what it would cost to do a more in-depth study. COMPASS projects were discussed. The Mayor met with COMPASS staff and they indicated that the projects we have look very good for funding. They will keep us posted as we go along as there may be some other entities that have already started the work. The Comprehensive Plan Map was discussed. A map of the changes was presented and Council was asked to review it for any changes that were missed. Discussion was held on where the density should be. We need to review the old map and look at the density along the river. The commercial along State Street needs to be changed to Central Business District. We need to discuss further the new designations that were discussed. The next meeting will have maps that reflect the Star Sewer District overlay along with the Fire Department. Council would like to have the Fire Department at the next workshop on January 10th and then have the Sewer and Water District at the next workshop. It was agreed to try and have the map finalized prior to the Council Retreat in February and then put final touches on the Comprehensive Plan text. The next workshop will be January 10th at 6:30 pm. The workshop adjourned at 8:45 pm.
