1 City of Star Council Meeting Minutes October 4, 2016 The regular meeting of the Star City Council was held on October 4, 2016 at 10769 W. State Street, Star, Idaho at 7:00 pm. Mayor Chad Bell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Councilmen David Hershey, Richard Lockett, Trevor Chadwick and Kevin Nielsen were all present. Approval of the Agenda: Lockett moved to move 4F – Proclamation for Domestic Abuse Month to 6B and approve the agenda, Hershey seconded the motion. All ayes: motion carried. Consent Agenda: Lockett moved to approve the Consent Agenda consisting of: Regular Meeting Minutes of August 16, 2016, Workshop Notes of August 30 and September 6, 2016, Claims Against the City for August and September 2016, Fallbrook Subdivision Final Plat, Phase 1 and the Rusty Cup Beer & Wine License, Chadwick seconded the motion. All ayes: motion carried. Public Input: No Public Input was given. Old/New Business: Resolution No. 2016-17 Law Enforcement/Prosecuting Attorney Agreement – Chadwick moved to approve Resolution No. 2016-17, a Resolution of the City Council of the City of Star, approving an agreement between the Ada County Sheriff’s Office, the Ada County Prosecuting Attorney’s office and the City of Star for law enforcement duties, services, and functions as well as prosecution services within its boundaries; and providing for an effective date, Lockett seconded the motion. All ayes: motion carried. Chadwick moved to have the Mayor sign the agreements with the Ada County Sheriff’s office and the Ada County Prosecuting Attorney’s office, Lockett seconded the motion. All ayes: motion carried. Proclamation – Domestic Abuse Month – The Mayor stated that he was invited to attend a meeting regarding Domestic Abuse and October has been declared Domestic Abuse Month. The Mayor read the Proclamation. Reports: Staff - Chief Vogt stated they have had a busy month. They are working on the prescription take back box, a Firehouse Sub Grant for a defibulator for the police car and are working on cameras for the safe area behind the Fire Station. Ward stated that she is working on getting rid of the old hotel. The Wrights are very willing to work with the City on removal. Asbestos companies have been called for bids on removal of the ---PAGE BREAK--- 2 asbestos in the building. There will be no workshop on October 8, 2016. We continue to receive commercial inquiries. Council – Hershey stated he has been back east to help his brother. They do need another member on the Activities Committee. Lockett stated he attended the VRT meeting, they will have a grand opening for the new bus station. He will attend the Ada County Refuse Committee meeting and he attended the St. Al’s grand opening. Chadwick stated that he went on a ride-along with our police department. We have great community policing. The Beautification Committee is working on signs for pathways and entrance. Tom Erlebach suggested that they work with Ada County Highway District on the signs. Nielsen stated that the EDC has had a couple meetings and workshops. They are working on the Comp Plan and Zoning Ordinance. Mayor – The Mayor stated he attended the ribbon cutting for St. Als, they are open 8 to 8 for emergency care and will be open for family care soon. He attended the TVP meeting where they are working on a task force for illegal fireworks. The Youth Committee has met a couple times and will be helping with the Trunk or Treat night and some Christmas things. They meet the 2nd and 4th Tuesdays of the month and if any high school kids are interested they are welcome. They do community service and raise money for scholarships. Executive Session: Chadwick moved to go into Executive Session under Idaho Code 67-2345(1)(c) Land Acquisition, Lockett seconded the motion. All ayes: motion carried. The regular meeting reconvened.
