DOWNTOWN VISIONING PLAN OVERALL DISTRICTS AND CORRIDORS MAP ---PAGE BREAK--- Online Survey In August of 2025 the City sent out an online survey regarding downtown Star. The survey consisted of 14 questions regarding downtown Star. The questions focused around the existing downtown, what the citizens would like to see downtown, safety, accessibility, and what changes could be implemented to bring them downtown. The city received over 500 responses to the online survey. Open House On August 25, 2025, the South Beck and Baird consulting team and city staff held the fi rst Downtown Revitalization Plan open house to allow the public to review the proposed Central Business District Area and provide input regarding the downtown. During the open house, surveys were provided to allow the public to comment on what changes they would like to see to establish a downtown area within Star. There were over 500 people who att ended the open house and the City received over 500 survey responses. Stakeholders Meeting On January 20, 2026, the South Beck and Baird consulting team and Planning and Zoning staff held a stakeholder’s meeting. The stakeholders consisted of citizens, business owners, developers, builders and realtors. The stakeholder’s meeting was implemented to gather input from community members and outside interests who develop within the community to provide input regarding weaknesses, opportunities, and threats. City of Star Committ ees On January 27, 2026, the South Beck and Baird consulting team and Planning and Zoning staff held a meeting with the Star Transportation and Pathways Committ ee, Star Historical Committ ee, and the Star Beautifi cation Committ ee to gather information regarding a vision for downtown Star. City Council Members On January 20th and 27th, 2026, South Beck and Baird consulting team and Planning and Zoning staff met with the City Council members individually to gather their thoughts regarding any changes which may need to be made to the downtown to make it more appealing to the residents. What We Heard A few of the things that we heard as part of the online survey, fi rst open house, stakeholder’s meeting, committ ee meeting, and City Council members interviews were as follows: • The City needs to establish downtown districts to establish standards for guiding growth. • Currently the downtown area is not well defi ned. • People moved to Star to enjoy a rural atmosphere. • How do we maintain the small-town feel? • The downtown needs to be designed to be more pedestrian friendly. • The sidewalks need to be designed in a manner which provides safety along the highway corridor. • Pathways need to be installed to provide interconnectivity. • The downtown needs more mom and pop shops and less corporate stores. • Some residents like the downtown as it is today. • Designed with buildings that complement each other. • More walk-in restaurants for dining and less fast-food restaurants. • Designed to encourage cafes, boutiques, a nice park, community garden, walkable spaces, gathering spots, and a community market. • More quaint buildings. • No buildings over three stories. • No more apartment buildings. • Evening activities that provide nightlife, such as restaurants, shops, cafes, music, and a park. • More water features, pathways, and gathering places. • More interconnectivity to allow an individual to park somewhere centrally located and can walk to various locations. • Design standards to ensure the downtown is developed in a cohesive manner. GREENSPACE CORRIDOR FREEDOM BOARDWALK DOWNTOWN VISIONING PLAN VILLAGE DISTRICT ---PAGE BREAK--- VILLAGE DISTRICT: Village District Vision - A continuation of the Art District vision that will further support mixed-uses, art-focused uses, creation, exhibition, living, learning, and commerce, while still fostering walkability, community gathering, and economic revitalization through creative design, but on a somewhat larger scale. The Village District will transition from the smaller scaled Art District adjacent to Star Road and transition west towards the higher intensifi ed commercial that is the Albertson’s center and Norterra development. This District will focus on the remodeling and/or redevelopment of the existing single- family residences and blend them into a compatible mixture of new and old, residential and non-residential uses with an emphasis on community. Incentives will be given by the City to ensure that land uses honor existing residential structures and promote creative, new mixed-uses for the area. The City should consider grants, urban renewal or other tools that can help upgrade roadways, install sidewalks and provide on-street parking. GREENSPACE CORRIDOR FREEDOM BOARDWALK DOWNTOWN VISIONING PLAN RIVER DISTRICT ---PAGE BREAK--- RIVER DISTRICT: River District Vision – This district is exclusive to Main Street south of State Street. The lifeblood of the River District is Freedom Park and its recreational activities, including the Ponds and “Dockzilla”, disc golf, water related recreation activities and direct access to the Boise River Greenbelt, and the Star River House complex, with its museum, recreational events center, and veterans garden, that caters to families with its weekend markets and live music, and other community events. This district is designed around existing and future walkability within the District that includes the current riverwalk on Main Street, the creation of a pond boardwalk, and a central, linear pathway corridor between Star Road and Main Street that will guide future development towards this walkable amenity. GREENSPACE CORRIDOR FREEDOM BOARDWALK AIN ST DOWNTOWN VISIONING PLAN STAR ROAD CORRIDOR ---PAGE BREAK--- STAR CORRIDOR: Star Road Corridor District Vision – The area in this district is also located within the center of Star and along its other main transportation corridor. With the widening of Star Road to 5-lanes starting in 2029, this area will be impacted by additional traffi c and limited access by ACHD as properties redevelop, especially along the eastern side of Star Road. Walkability will be addressed along the corridor with planned detached multi-use pathways on both sides of the roadway and pedestrian crossings, however, connections to the east and into the River District, together with vehicular access points to assist in the redevelopment of the parcels on Star Road and adjacent to the linear pathway corridor between Star Road and Main Street should be a priority. This District will focus on the redevelop of the larger 1-acre lots that contain existing single-family residences and blend them into a compatible mixture of new and old, residential and non-residential uses with an emphasis on the linear pathway corridor, internal access and fronting of uses onto Star Road and the pathway, with internal access points. Incentives will be given by the City to ensure that land uses honor existing residential structures and promote creative, mixed-uses for the area. Buildings should be designed and located close to Star Road to allow maximum opportunity to redevelop the back sides of the properties, but should continue to avoid the “canyon or walled-in” feel, through off -sets and terracing, and should also provide for adequate height and stories that allow for creative and feasible development. Public, off -site parking should be a top priority to allow for the effi cient development of narrow and shallow lots, and open, green space and plazas should be prioritized. Amenities, including historic lighting, benches, street trees and when possible, detached sidewalks should highlight the streetscape. Main Street should be realigned at its southern boundary to improve safety around the “curve” and to promote maximum redevelopment of the properties near the area. A signal light should be considered at Star Road and Main Street to accommodate redevelopment of the districts and access to Freedom Park/Star River House. DOWNTOWN VISIONING PLAN STATE STREET / HIGHWAY 44 CORRIDOR ---PAGE BREAK--- STATE STREET / HIGHWAY 44 CORRIDOR: State Street Corridor District Vision – This district is located within the center of Star and along its main transportation corridor. Although there will be 5-lanes of commuter traffi c daily, the City’s public identity runs through its central core, and the area should be designed responsibly to respect and honor the City’s past, while creating an aesthetically pleasing future. Buildings should be designed to avoid the “canyon or walled-in” feel, through off -sets and terracing, but should also provide for adequate height and stories that allow for feasible development. Walkability should not be overlooked, as the other districts will have direct connection to the corridor. Public, off -site parking should be a top priority to allow for the effi cient development of narrow and shallow lots, and open, green space and public plazas should also be prioritized. Amenities, including historic lighting, benches, street trees and when possible, detached sidewalks should highlight the streetscape.
