Jurisdiction: Schuyler County Jurisdictional Class: Non-Competitive Revised: March 20, 2017 LABOR FOREPERSON DISTINGUISHING FEATURES OF THE CLASS: Leads and participates in the construction and maintenance of field operations of the County Highway Department. This is foremanship work of ordinary difficulty involving responsibility for leading a group of workers performing routine maintenance and construction work. Instructions are received regarding work to be done, and how to do it when new or unusual procedures are involved. Superiors check the work in progress and upon completion by inspections and review of reports. Does related work as required. TYPICAL WORK ACTIVITIES: Leads in and directs the repair, maintenance and construction of bridges; Leads in assuring proper safety practices are being adhered to; Leads in maintaining sewers, catch basins and drains; Leads in maintaining roads; Leads in snow removal and street cleaning; Leads in minor and major road construction and patching; Leads in tree and stump removal; Leads in preparation of culverts, ditches and back slopes; Leads in installation of driveway and crossover sluice pipes; Prepares activity records and reports; Leads in maintenance activities of sign repairs per MUTCD manual; Leads in gravel, sand mining operations; Makes minor purchases in materials and supplies; In absence of management personnel, can make job related decisions. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of practices, tools and terminology of the routine public works activities, such as street, sewer or park maintenance, bridge and highway construction, snow removal, rubbish disposal; good knowledge of the geography of the area served; ability to lay out and assign work of subordinate employees; ability to understand and follow oral and written instructions; ability to work well with others; ability to prepare simple activity records and reports; dependability; willingness to work under difficult weather conditions and to respond to emergencies; physical endurance; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Possession of a high school diploma or GED, possession of New York State Class A-CDL License, and minimum five years of experience as an equipment operator in construction, public works or related activities.
