Purchasing Director 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: May 9, 2011; Revised: April 16, 2012; Updated: January 2, 2018; Updated: February 27, 2025 PURCHASING DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: This is an administrative and managerial position responsible for the procurement and competitive bidding process of commodities, goods, and services for the County departments. Additionally responsible for sourcing the purchased commodities for all Schuyler County departments, responsible for order placements and implementation of complete purchasing process, development and maintenance of County Purchasing Policy and responsible for County Fixed Assets inventory and reporting procedure. Supervision is exercised over a clerical employee. These duties are performed under the administrative direction of the County Administrator/or designee and general direction of the Schuyler County Legislature, with a high level of independent judgment allowed in planning and carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: Responsible for the purchasing of materials, equipment and supplies for all County departments; Prepares specifications for procurement of equipment and supplies, in cooperation with the departments; Researches suppliers and state contracts and prepares quotations used in the procurement of items used by the county; Orders, receives, and distributes items from central storeroom and central receiving; Prepares and maintains a wide variety of records and reports on purchasing activities and stock and inventory control matters; Maintains a storeroom inventory of high use items to take advantage of quantity discounts; Assists with the preparation and organization of auctions, for the purpose of disposing of surplus items; Preparation of bid specifications, soliciting, supervision of staff, purchasing policy and awarding of bids, public advertisement and bid all purchases when so required by section one hundred three of the general municipal law; Process vouchers in the financial system: Advertise and place all county bids and requests for proposals with New York State Contract Reporter in addition to County’s official newspaper; Together with the records management-custodian of all vouchers, requisitions, receipts and other papers pertaining thereto which shall be open to public inspection; Consults with the County Attorney as necessary with regard to legal requirements of procurement procedures in respect to County Law, General Municipal Law and Finance Law; Analyze bids/proposals received; make recommendations to departments and Legislature; Seek ways to make current system more efficient; Prescribe the form of requisitions, and of receipts for supplies delivered without requisition; Ensure no claim shall be audited and paid without the requisition or delivery receipt being attached thereto; Maintain Fixed Assets and monitor the County’s policy related to such; Establish and maintain communication with contiguous counties to share information regarding specific vendors, purchases or policies to be certain Schuyler County is purchasing best quality for the lowest price via SAMPO, forward all advertised bids and Request for Proposals to New York State Contract Reporter to ensure competition and best value; Responsible for preparation and administration of Purchasing budget and reports to Legislative Committee; Ensures county purchasing policies are accurate and up to date and adopted at the Organizational Meeting of the Legislature each year; Such additional and related duties as may be prescribed by law and directed by the county legislature (County Law §625). ---PAGE BREAK--- Purchasing Director 2 FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of purchasing; Good knowledge of New York State Laws and policies and procedures relating to purchasing; Good knowledge of financial recordkeeping; Good knowledge of office terminology equipment and procedures; Ability to read and interpret catalogs, sales contracts, maintenance agreements, and other moderately complex material; Ability to prepare advertisements and bid specifications; Ability to establish and maintain effective working relationships with a variety of people including department heads, employees, vendors, and contractors; Ability to communicate effectively both orally and in writing; Ability to operate a personal computer and utilize common office software programs for word processing, spreadsheets, and record keeping; Physical condition commensurate with the demands of the position including moderate lifting. MINIMUM QUALIFICATIONS: A. Possession of a Bachelor’s Degree in accounting, business administration, marketing, finance, economics, public administration, or a closely related field and two years of full-time (or its part- time equivalent) experience which involved large-scale purchasing of commodities and services for business concern or a government entity, or sales involving item pricing or cost analysis of items and goods; or B. Possession of an Associate’s Degree in accounting, business administration, marketing, finance, economics, public administration, or a closely related field and four years of full-time (or its part- time equivalent) experience which involved large-scale purchasing of commodities and services for business concern or a government entity, or sales involving item pricing or cost analysis of items and goods; or C. An equivalent combination of training and experience as defined between the limits of and above. Note: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
