Undersheriff 1 Jurisdiction: Schuyler County Jurisdictional Classification: Exempt Revised: March 31, 2005 Reviewed: May 31, 2011 UNDERSHERIFF JOB DESCRIPTION: The Undersheriff position is second in command of the Schuyler County Sheriff’s Department under the direction of the County Sheriff. The primary aspects of the position require directing, coordinating, and supervising all department operations. They include but are not limited to: civil process activity, corrections and county jail activities, law enforcement and road patrol activities, and many administrative matters. Additionally, the position involves working with county government officials in a manner which requires a great deal of responsibility. The Undersheriff position differs from that of the department line supervisors by the virtue of increased supervisory responsibility. Independent judgment is required in order to make frequent command decisions related to all aspects of the Schuyler County Sheriff’s Department. The Undersheriff is directly involved in monitoring the work performance of all employees. The Undersheriff’s duties are performed in accordance with plans, policies, procedures, and objectives established and outlined by the County Sheriff. Duties are performed with considerable leeway which permits independent judgment in regard to department decision making, planning, and problem solving within the agency. The position requires an ability to exercise effective supervision over all subordinate employees within the department. TYPICAL DUTIES: Assists the Sheriff in planning, directing, and executing all activities (administrative duties and business functions) within the Department; including but not limited to the execution of all department policies, rules, and regulations; Assumes command of the Department in the Sheriff’s absence or inability; Reviews and monitors existing programs within the department for purposes of determining effectiveness and to continually seek and recommend measures of improvement; Assists the Sheriff in directing the administrative operations associated with the Department; Determines methods for the most efficient operation of the department and allocates resources to maintain said efficiency; Enforces all laws and departmental rules and regulations pertaining to the employees and recommends remedial or disciplinary actions for inefficient, incompetent, or unsuitable members; Conducts department related internal investigations; Assists the Sheriff in preparation of departmental budgets and makes related recommendations; Administrates and supervises the effective operation of the department’s complex state of the art law enforcement “LAN” (local area network) computer network and associated mobile data computers; Gathers, compiles, and evaluates research data concerning many aspects of department operations to maximize efficiency and effectiveness of resources available through grant funding; ---PAGE BREAK--- Undersheriff 2 Conducts research, prepares grant funding proposals, pursues legislative approval necessary for receiving grant funding awards, maintains required activity, financial, inventory, expenditure and vouchering reports thereof; Implements special programs and administers grant funding after approval has been awarded; Determines necessity and scope of law enforcement services in emergency situations; Oversees and directs serious criminal investigations and incidents; Coordinates activities with other local, state, and federal law enforcement agencies to ensure efficient and effective operations of the department; Provides specialized input and support with regard to sensitive issues associated with any and all department employees as required; Prepares and maintains a variety of reports, legal forms, and other documents as required; Determines necessity of, develops and implements staff training programs and establishes duty standards; Performs periodic inspections of equipment, facilities, records, and reports; Represents the department at meetings, hearings, gatherings and public functions as directed by the Sheriff; Participates in labor negotiations as requested and administers said labor agreements as directed by the Sheriff. SUGGESTED QUALIFICATIONS: Minimum age of 25; county resident; no felony, fraud, official misconduct, perjury or making a false written statement offense convictions; sixty credit hours from an accredited college or university or have ten years of law enforcement experience with at least five years full-time experience in leadership, supervision, or management in a law enforcement agency. OTHER QUALIFICATIONS: Comprehensive in-depth knowledge of current principles, procedures, and practices associated with all aspects of the successful operations and functions of the Schuyler County Sheriff’s Department; Comprehensive in-depth knowledge of modern administrative and security procedures associated with law enforcement and correction within New York State; Experience, knowledge, and proven ability with regard to managing and conducting effective large-scale criminal investigations; Comprehensive in-depth knowledge of the principles, practices, and methods associated with law enforcement; Thorough knowledge of New York State Penal Law, Criminal Procedure Law, Vehicle and Traffic Law, Family Court Act, Corrections Law and other applicable laws, regulations and ordinances pertaining to the operations of the Schuyler County Sheriff’s Department; Thorough knowledge of the geography of Schuyler County; Thorough knowledge of the methods and techniques utilized to conduct effective and productive communication as it pertains to all aspects of this position; Good knowledge and proven experience in effective supervisory techniques; Skilled in the use of firearms; Ability to comprehend complex written materials; Ability to maintain accurate, organized, and current records; Thorough knowledge of what constitutes evidence and the methods utilized to safeguard and process it; Thorough knowledge of the budget process as it relates to all aspects of the Sheriff’s Department; ---PAGE BREAK--- Undersheriff 3 Ability to be courteous yet firm with employees and county jail inmates as well as the general public; Ability to organize and supervise the work of subordinates in a manner conducive to full performance and high morale; Ability to maintain effective public relations with regard to all aspects of the position; Ability to display sound judgment under situations involving excessive stress, and or excessive emotion as well as during tense emergencies of all kinds; Ability to generate detailed, accurate reports and written correspondence as necessary with regard to all aspects of the position; Ability to effectively address administrative details with regard to all aspects of the position; Ability to gather, assemble and analyze facts for special programs, projects associated with the Sheriff’s Department; Ability to demonstrate and maintain a high degree of integrity and motivation within the members of the department; Proven ability to exercise and demonstrate good judgment, excellent powers of observation, good memory, emotional maturity, and tact, as well as initiative and resourcefulness; Physical condition commensurate with the demands of the position.
