Supervising Support Investigator 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: March 1, 2004 SUPERVISING SUPPORT INVESTIGATOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for supervision of investigation, location, and payment from individuals legally responsible for the support of children. Responsibilities include establishing and implementing procedures for establishing support on behalf of social services clients and the general public, enforcement of support orders, and overseeing collections. The work is performed under the general supervision of the Commissioner of Social Services with leeway allowed for the use of independent judgment in carrying out assignments. Supervision is exercised over Support Investigators and clerical staff. Does related work as required. TYPICAL WORK ACTIVITIES: Establishes and enforces court orders for child support for both public assistance and non-public assistance clients; Locates absent parents responsible for child support; Trains staff and assists in interpreting and implementing new laws and regulations; Reviews and evaluates the work of Support Investigators and clerical workers in the support unit; Advises Support Investigators as to proper investigative procedures; Interviews applicants to determine eligibility for child support services; Contacts employers, banks, lending organizations, and business firms to verify earnings and determine financial ability of those involved in support cases; Prepares and files paternity and support petitions; Testifies in court hearings involving establishing paternity and child support payments; Assists in establishing and implementing procedures for recording and transmitting pertinent case information to other units in the department; Maintains records and reports, including automated files; Oversees and participates in interviewing social services recipients and applicants to obtain information concerning the whereabouts of legally financially responsible parties; Oversees and participates in interviewing unwed mothers in an effort to determine the feasibility of pursuing court action to establish paternity; Compiles information necessary to obtain a Family Court order directing individuals to make support payments; Represents Child Support Division in Court; Contacts and interviews parties thought to possess information on the whereabouts of an individual; Establishes and maintains an effective working relationship with other governmental agencies for assistance; Refers cases of suspected fraud to appropriate investigative unit; Oversees the maintenance of case records on the Child Support Management System; Prepares and executes administrative orders for paternity testing. ---PAGE BREAK--- Supervising Support Investigator 2 FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Good knowledge of investigative techniques used in determining the location and financial status of individuals; Good knowledge of social services laws and regulations related to child support enforcement; Good knowledge of methods used in determining the financial status of individuals; Good knowledge of business arithmetic; Good knowledge of procedures and practices related to family court proceedings for support payments; Good knowledge of the computerized Welfare Management System (WMS); Ability to plan and supervise the work of others; Ability to interview individuals to elicit sensitive information; Ability to understand and interpret laws and regulations concerning support cases; Ability to prepare written material including support petitions and affidavits; Ability to perform detailed work involving visual effort and strain; Ability to express ideas clearly and concisely, both orally and in writing; Ability to develop and maintain effective working relationships; Ability to resolve complaints from clients and respondents; Ability to interpret laws, regulations, and policies and train others in their application; Ability to manipulate a keyboard to access the Welfare Management System (WMS); Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in Criminal Justice or Paralegal Studies and two years of interviewing or investigating experience involving public contact, one year of which must have been in a supervisory capacity; or Graduation from high school or possession of a high school equivalency diploma and four years of experience as described in above; or An equivalent combination of training and experience as defined by the limits of and above. SPECIAL REQUIREMENT: Applicants must possess a valid New York State driver’s license to operate a motor vehicle or otherwise demonstrate the ability to meet the transportation needs of the job.
