Deputy Director of Community Services 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Revised: August 17, 2005; Updated: December 20, 2013 DEPUTY DIRECTOR OF COMMUNITY SERVICES DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting the Director of Community Services with all the aspects of the local mental hygiene service delivery systems in Schuyler County. These activities include, but are not limited to planning, fiscal, management and clinical issues. They also include several multi-county and contractual activities. Mental hygiene services include services to varied population groups such as, individuals in need of mental health, developmentally disabled, and alcohol and substance abuse services. The work is carried out in accordance with standard, well accepted professional mental hygiene services system management techniques and procedures, as well as the specific procedures as established by the Director of Community Services and ratified by the Community Services Board, and involves taking responsibility, with the Director, for the general direction in the planning, coordination and monitoring of all mental hygiene programs and services in the County; making recommendations to the Director for improvements in programs and services to ensure that comprehensive Community Mental Hygiene Services are provided, including recommendations for the establishment of facilities and control of services; and overseeing, in conjunction with the Director of Community Services and independently in the Director’s absence the activities of all professional, administrative and clerical staff members in the department as well as the workings of semiautonomous program operators and subcontractors. Direct supervision, in conjunction with the Director of Community Services, is exercised over the activities of all employees in the department. Does related work as required. TYPICAL WORK ACTIVITIES: Oversees and supervises the activities of subordinate program coordinators to include evaluation to ensure work performance standards, oversight of staff development, caseload supervision and discipline where required; Performs a variety of administrative tasks such as directing recruitment efforts for vacant positions, approving vouchers, leave requests and other forms as required by the county’s policies and procedures for employees; Plans programs, reviews organizational structures of programs and accomplishments and modifies and redefines as necessary; Represents the local Community Services Board and actively participates in clinical and administrative meetings with state center personnel to ensure communication and service provision and to resolve any problems within the system; Participates in meetings of the Community Services Board and participates in scheduled planning conferences; Measures and evaluates program performance, assumes responsibility for quality assurance through utilization review and case review and monitors related documentation; Monitors the work of subcontractors to ensure that units of services are met; Monitors the work of program operators to ensure compliance with state and other governmental regulations. ---PAGE BREAK--- Deputy Director of Community Services 2 Implements, monitors and modifies, as necessary, a variety of procedures in areas such as referral, statistical reporting, documentation, coordination of medication system and services with clinic professional staff, billing system, work performance standards and coordination of various other departmental functions; Assists the director with various fiscal management matters such as monitoring of trial balance reports, overseeing purchase order requisitions, UBR/County Budget for the clinic and the monitoring of accounts payable; Acts as liaison with other area human services organizations providing related services so that proper planning and adequate community follow-up is ensured; Participates in treatment team meetings with staff of other area organizations and facilities dealing with mental health related issues to develop unified approaches and to discuss common issues; Provides in-service training to staff of the clinic as well as staff of other area agencies and organizes workshops at conferences sponsored by New York State Office of Mental Health; Assists the director with preparation of the annual report on clinic activities and programs, including a detailed fiscal accounting; Attends, as requested, a variety of meetings, conferences, workshops, etc. as the director’s representative; May be assigned emergency duty as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern administrative and management practices in the community mental hygiene field; Good knowledge of basic concepts in the fields of sciences, community medical and social and Good knowledge of mental hygiene program planning and evaluation techniques and concepts; Good knowledge of the principles and techniques of supervision; Working knowledge of sound fiscal management procedures; Working knowledge of business and public administration; Ability to plan and direct the activities of mental hygiene professionals and paraprofessionals dealing with diverse client populations; Ability to conceive, plan, organize, implement and manage multiple modality prevention, intervention and treatment programs; Ability to plan and supervise the work of others; Ability to relate, delegate and inform clearly, Ability to prepare narrative and statistical reports; Ability to understand and follow oral and written directions; Ability to exercise discretion and sound judgement; Ability to establish and maintain an effective relationship with the public and employees; Ability to deal courteously and tactfully with the public; Initiative and resourcefulness; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: A. Possession of a license to practice medicine in the State of New York and one year of clinical or administrative experience in community mental health; or ---PAGE BREAK--- Deputy Director of Community Services 3 B. Possession of a Ph.D. in accordance with Article 153 of the Education Law, certification by the NYS Department of Education as a and one year of clinical or administrative experience working in programs providing services for people who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism or substance abuse; or C. Possession of a Master of Social Work degree, licensed by the NYS Department of Education as a LCSW, and three years of clinical or administrative experience as outlined in or D. Possession of a master’s degree in mental health nursing, licensed by the NYS Education Department as a registered nurse, and three years of experience as described in above; or E. Possession of a master’s degree in Business Administration, Public Administration, or Health Care Administration, and three years of experience as described in above Note: Degrees must have been obtained from a regionally accredited college or university or one accredited by the NYS Board of Regents.
