County Highway Superintendent 1 Jurisdiction: Schuyler County Jurisdictional Classification: Unclassified Revised: April 17, 1997; Reviewed: April 5, 2005; Reviewed: June 30, 2011; Revised: November 2, 2023 COUNTY HIGHWAY SUPERINTENDENT RESIDENCY REQUIREMENT: Must be a resident of Schuyler County. JOB DESCRIPTION: This is highly technical administrative and engineering work involving responsibility for planning and carrying out the County's highway construction and repair program. The incumbent’s work is performed under the administrative direction of the County Administrator and general direction of the County Legislature, with a high level of independent judgment allowed in planning and carrying out the details of the work. Supervision is exercised over all the activities of the department and requires the efficient utilization of men, machinery and materials. Does related work as required. TYPICAL DUTIES: Plans and supervises the maintenance and repair of the existing highway system and the design and construction of new roads and bridges; Has responsibility for the review of designs and the progress of current department projects; Constantly studies need for improvement or County Highway system and advances in methods, techniques and equipment in engineering fields; Approves and is responsible for plans for snow removal and ice control programs; Directs the drawing of detailed engineering plans and recommends contracting with private firms as necessary; Confers with state and local officials on highway problems within the county; Is responsible for compliance with policy established by the Board of Legislators and state regulations; Delegates and approves the preparation of specifications for and for the purchase of equipment and materials; Oversees the preparation of the department budget and determines that necessary budget controls are maintained; Directs the preparation of department activity records and reports. SUGGESTED QUALIFICATIONS: A. Graduation from a college or university recognized by the University of the State of New York with major work in engineering and six years of progressively responsible civil engineering experience; or B. Graduation from a standard senior high school and four years of satisfactory full-time paid highway construction supervision and eight additional years of any combination of the following: Highway construction work experience Assisting in civil engineering work College study in engineering ---PAGE BREAK--- County Highway Superintendent 2 Technical institute or two year college study in applied science or in curriculum such as construction, highway technology, pre-engineering; or C. Any equivalent combination of training and experience as indicated in A. and B. SPECIAL REQUIREMENT: Possession of a New York State Class D driver's license. OTHER QUALIFICATIONS: Comprehensive knowledge of principles and practices of administration to include budgeting, personnel methods and procedures, program reporting and communication and supervisory principles and techniques; comprehensive knowledge of the principles of engineering and mathematics to include the techniques, material and equipment necessary in the conduct of a highway construction program; ability to plan, organize and coordinate activities on a large scale; skill in the planning and coordination of a modern program of highway construction and repair; resourcefulness in the solution of complex administrative problems; working knowledge of all equipment and responsibility for decision on repair versus replacement; sound judgment, pleasing personality and appearance; tact and courtesy; dependability; physical condition commensurate with the demands of the position.
