Jurisdiction: Schuyler County Jurisdictional Class: Non-Competitive Adopted: May 16, 1991; Revised April, 2007; Revised: 11/26/18 SUPERINTENDENT OF PUBLIC WORKS DISTINGUISHING FEATURES OF THE CLASS: The position is responsible for the public works activities in a village. This position involves the responsibility for construction, maintenance and extension of streets and roads. In addition, Superintendent of Public Works in a specific village may be responsible for one or more of the following municipal services or activities; water treatment, sewage treatment, water distribution, garbage collection and parks. (In the Village of Watkins Glen, the incumbent will be considered a member of the Village management team and this position will be in charge of all buildings; provide technical oversight of the day-to-day operations of the physical plants; responsible for the public utility activities in the village; does related work as required. This position involves the oversight responsibility for all Buildings, Water Treatment, Waste-Water Treatment, Water Distribution, Sewer Collection System, Electric Distribution, Parks, and the Zoning and Code unit, as well as overall coordination with Superintendent of Streets, Cemeteries and Parks.) The Superintendent of Public Works will perform his/her duties under general supervision of the Village Board. Supervision is exercised over subordinate employees engaged in public work activities. Does related work as required. TYPICAL WORK ACTIVITIES: Plans, supervises and participates in the construction, extension and maintenance of streets and roads; Supervises and participates in the operation and maintenance of a water treatment plant and/or a sewage treatment plant; Supervises and participates in the extension of storm and sanitary sewers and water lines; Supervises and participates in the maintenance and care of all village buildings; Directs and assists in the removal of snow and ice from streets and roads; Supervises the care and maintenance of tools and equipment; Provides the care and maintenance of parks, playgrounds and cemeteries; Makes recommendations to the Village Board regarding major projects and the need for materials, equipment and manpower; Keeps records of public works activities and prepares reports. **Additional Duties Performed by Supt. of Public Works in Village of Watkins Glen: Support technical operations and ensure reliability of all utility departments; Oversees economic development projects to ensure the village resources are appropriately utilized and projects align with villages direction and goals; Create and monitor budgets, oversee the procurement of inventory and coordination of scheduled jobs, holding department leaders accountable; Oversee security of all village buildings; Work in partnership with other agencies to benefit economic growth in the Village; In conjunction with the Clerk, coordinate training of all utility staff, recommend safety initiatives to the Board; Collaborate with Village Clerk on all personnel, financial, grant management and facilities matters; Meet the demands of a 24/7 operation and work non-standard hours, weekend, and holidays as needed; Ability to lift a minimum of 50 pounds. ---PAGE BREAK--- FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, practices and equipment used in the construction and maintenance of streets, sidewalks, sewers and related public works activities; Thorough knowledge of PESH/OSHA policies and ability to read and interpret blueprints and construction documents; Good knowledge of the principles and practices involved in the village public works department; Good knowledge of the practices and equipment involved in the operation and maintenance of sewage treatment and water treatment plants, when part of the duties and responsibilities of the class; Good knowledge of the maintenance and repair of motorized equipment; Ability to communicate with tact; maintain confidentiality; present to diverse audiences; Ability to plan and supervise the work of subordinates; Ability to work from plans, specifications and blueprints; Initiative and resourcefulness; good judgment; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS*: High school diploma or equivalency and two years of experience in the construction or maintenance of streets, water or sewage distribution systems. *FOR VILLAGE OF WATKINS GLEN: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree (or higher), minimum 3 years of experience with water, waste water, or electric systems; and at least five years of supervisory experience; or Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s Degree, minimum 5 years of experience with water, waste water, or electric systems; and at least five years of supervisory experience; or High school diploma or equivalency diploma, minimum 7 years of experience with water, waste water, or electric systems; and at least five years of supervisory experience SPECIAL REQUIREMENTS FOR ACCEPTANCE OF APPLICATIONS: Possession of at least one certificate and/or license for the operation of Water or Sewage Treatment Plant issued by the New York State DEC; must be obtained within eighteen months of the date of appointment. Must have a valid New York State Driver’s License at the time of appointment and must maintain a valid license at all times during employment with the Village of Watkins Glen. Pre-employment physical required. Ability to successfully undergo driver, and background checks once an employment offer is initiated.
