Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: August 31, 2006 POLICE CHIEF DISTINGUISHING FEATURES OF THE CLASS: Responsible for planning, organizing and directing all security and law enforcement activities of the Village Police Department in support of the protection and preservation of life and property. This position is responsible for seeing that subordinates are thoroughly trained and that high standards of performance are maintained. The work is performed in accordance with policies and objectives established by the Mayor and the Village Board of Trustees. Does related work as required. TYPICAL WORK ACTIVITIES: Formulates department policies and procedures and issues working orders to the department; Reviews activities and reports of officers; Supervises the activities of the police force; Prepares work schedules for department; Ensures that recruits and other police officers receive adequate training; Performs routine patrol and investigations; Prepares annual department budget; Arranges purchase of supplies and equipment; Prepares periodic reports on departmental activities; Cooperates with other municipal departments and with State, Federal and local law enforcement agencies; Attends meetings and conferences; Keeps current in the latest developments in modern police methods; Investigates complaints regarding the activities of the police department and takes disciplinary action where necessary; Addresses interested groups regarding crime prevention and police activities. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of police administration, supervision, and criminal investigations; Thorough knowledge of modern principles, practices and techniques of law enforcement; Thorough knowledge of relevant laws and ordinances; Good knowledge of scientific methods of crime detection and criminal identification; Ability to plan, direct and monitor the work of subordinates and to promote morale; Ability to maintain effective work relationships with other village officials and the public; Ability to effectively communicate both orally and in writing; Ability to supervise and effectively command others in emergencies; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Six years of full-time experience* as a police officer, deputy sheriff, or state trooper in any NYS municipality of which at least one year was in a rank of Sergeant or above. *Experience must be permanent, competitive status gained exclusively through appointment from a New York State eligible list as defined by Section 58.1.b. ---PAGE BREAK--- Note: An Associate’s degree in Criminal Justice or Police Science may be substituted for 2 years of the experience, but not the supervisory experience. Must possess and maintain a valid NYS Driver’s license. Must be a resident of Schuyler County within six months of appointment and maintain county residency.
