Bookkeeper – Updated 12 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: January 18, 2006; Revised: August 12, 2015; Revised: December 10, 2025 BOOKKEEPER DISTINGUISHING FEATURES OF THE CLASS: The position involves responsibility for performing complex bookkeeping activities in the assigned department. Incumbent also performs clerical duties as assigned. The work is performed under the supervision of the Department Head and/or Deputy Department Head with leeway allowed for exercise of independent judgment. Supervision is not a requirement of this class. Does related work as required. TYPICAL WORK ACTIVITIES: Reviews a variety of complex financial documents, classifies them and distributes items into a variety of accounts according to prescribed procedures and policies; Responsible for maintaining general ledger including Posting figures to appropriate accounts, making all necessary adjustments, and verifying and reconciling balances; Reviews status of accounts as adjustments are made and takes appropriate action as to authorizing payment, issuing checks or preparing bills; Tracks, audits, and monitors a variety of accounts, including grants received by various departments within the County; Verifies adjustments are made to correct allocations and issues reports as required; Prepares complex financial or statistical summary reports; Prepares accounting and financial statements, form letters, vouchers, and reports; Contacts clients, vendors, or other agencies to obtain additional information; Responds to inquires on status of accounts of other financial matters by providing information orally or in writing; Processes, sort, indexes, records and files a variety of records and reports; Operates calculator, personal computer, and other office equipment; Assists in preparation of figures and reports for use in budget preparation; Manages expenditures to maintain budgetary controls; Maintains records of receipts and expenditures on a daily basis. Track bail payments and exoneration letters for release through manual check process; Process reimbursements as requested through manual check process; Process seized assets and restitution payments as requested by the DA’s Office; Prepare tax searches upon request from law firms/real estate agents; Assist taxpayers with room tax forms, prepare certificates for registry Assist students with certification of residency forms and prepare certificate for signature; Review chargebacks for residency to college; Enter and maintain vendors; Assist with preparation of 1099s; Weekly audit processing; Setup and maintain installment agreements for taxpayers; Must have working knowledge of NY Real Property Tax law to ensure accuracy in collection and providing information to taxpayers; Maintains stock of commonly used office supplies, postage paid envelopes, etc; Maintains records and work orders for services in compliance with record retention schedule; ---PAGE BREAK--- Bookkeeper – Updated 12 2 Assists other departmental staff with requisitions, vouchers, and general financial system inquires. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices of single and double entry bookkeeping; Good knowledge of modern methods used in keeping and checking financial accounts and records, including financial software; Good knowledge of office terminology, procedures, equipment, and business English; Working knowledge of modern general and governmental accounting procedures; Ability to make difficult arithmetic computations involving fractions, decimals, and percentages accurately; Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet, and database; Ability to organize and maintain accurate records and files; Ability to analyze and organize data and prepare records and reports; Ability to understand and interpret complicated or and written instructions; Ability to maintain effective working relationships and deal diplomatically with the public; Ability to perform close detail work involving considerable visual effort and concentration; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: A. Possession of an Associate’s Degree in Accounting, Business Administration, or a closely related field* and one year of responsible bookkeeping experience which involved the maintenance and review of financial accounts and records; B. Graduation from a business certificate program that includes coursework in accounting and two years of experience as described in A. C. Graduation from high school or possession of a general equivalency diploma and three years of experience as described in A. * Note: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
