Jurisdiction: Schuyler County Jurisdictional Class: Non-Competitive Revised: December 31, 2007; Reviewed: June 29, 2011; Revised: November 18, 2019 HIGHWAY SIGN MAKER DISTINGUISHING FEATURES OF THE CLASS: This is semi-skilled work involving responsibility for the efficient, proper and correct maintenance, repair, installation, inspection, and assembly of all County Highway signs in accordance with the NYS Manual of Uniform Traffic Control Devices and any other applicable rules, regulations, and/or statutes. This work is performed under the general direction of the County Highway Superintendent or Deputy Highway Superintendent with wide leeway allowed for the exercise of independent judgment in carrying out the details of work. The incumbent may exercise supervision over MEO, seasonal, and other employees, as directed. Also coordinates work and information with assigned help. Does related work as required. TYPICAL WORK ACTIVITIES: Installs new signs and repairs all signs damaged by accidents or vandalism or other causes, and checks and removes obstructions to proper visibility of signs; Operates a medium-duty truck equipped with various power tools, hydraulic equipment, cutting torch, measuring instruments, computer hardware and software, plotter/cutter, air-operated roller applicator and drill press; Responsibility of inspection of all county highway signs; Accurately and legibly maintains all necessary records, reports, statistics and inventories; Provides sign-related technical assistance to local townships and villages; Installs, checks and maintains proper work-zone signing during construction projects; Utilizes various software programs and plotter to generate both pre-programmed and custom- designed signs; Interacts with the public and other local and State Agencies in response to complaints and requests; Responsible for the proper and efficient expenditure of the Departments annual budget appropriations for sign functions; Purchases sign-related equipment, materials and supplies; Prepares surfaces of sign blanks for application of reflective material and letters and performs layout of margins and letters and applies adhesive activator to such material as needed; Install and maintain all stop bars and rail road crossing markings on county roadways; Must participate in snow removal operations; Operates heavy equipment such as rollers, loaders, backhoes, snowplows, water truck, and other commercial motor vehicles as required; Prepares, supervises, inspects highway striping operations, and assists in painting of county roads and parking areas; Initiates, utilizes and maintains a sign inventory computer program and Global Positioning System; Set-up, program, maintain viable message boards; May supervise subordinate staff assigned to work in sign shop or assist installation; Performs manual work in conjunction with the above duties. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the installation of traffic signs in accordance with the NYS Manual of Uniform Traffic Control Devices; ---PAGE BREAK--- Good knowledge of practices, tools, terminology, and accident precautions of the trade; Good knowledge of sign fabrication techniques, including layout, design, and printing; Ability to make correct judgment decisions; Ability to keep accurate records; Ability to act as working supervisor to subordinate staff; Ability to work from plans and specifications and follow rough sketches and oral instructions; Courtesy and effectiveness when dealing with the public and governmental officials; Creativity; artistry; mathematical and computational skills; Good motor and hand and eye coordination; manual dexterity; Physical condition commensurate to the demands of the position. MINIMUM QUALIFICATIONS: Graduation from a high school or possession of a high school equivalency diploma AND either: A. One year of paid experience in the assembly, installation or maintenance of traffic signs; OR B. Two years of experience in road or highway construction and maintenance activities. SPECIAL QUALIFICATIONS Must possess or obtain a New York State Class B commercial motor vehicle driver’s license within 90 days of appointment and maintain such license throughout employment.
