Deputy Sheriff Lieutenant 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Revised: October 5, 2001 Updated: May 31, 2011 DEPUTY SHERIFF LIEUTENANT DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for all patrol functions and criminal investigations. An incumbent in this class serves as a uniformed supervisor of all patrol activities, or as the plain clothes supervisor of the Criminal Investigations Division. The work is performed under the general supervision of a higher-ranking officer with leeway allowed for the exercising of independent judgment within the limits of departmental policy. This position differs from that of Deputy Sheriff Sergeant by virtue of increased supervisory responsibility and independent judgment needed to do the work. Supervision is exercised over various personnel or an assigned shift. Does related work as required. TYPICAL WORK ACTIVITIES: Directs activities to ensure the prevention of crime and the protection of life and property; Investigates and conducts field investigations of either reported or suspected violations of laws; Makes arrest of person(s) in violation of laws; Investigates complaints, allegations or other breaches of discipline or conduct of staff; Insures that complaints are dealt with and thoroughly within the jurisdiction of the Sheriff’s department; Prepares a variety of state, federal, local and internal reports; Directs patrol activities at raids, riots, serious crimes, fires, disasters or unusual disorders; Serves civil papers and processes affidavits; Testifies in various courts regarding investigations and to verify the facts and circumstances as documented; Gives information to the public regarding departmental policy and standards; Develops procedures to facilitate employee training, and use of safety and emergency equipment; Supervises the use of and operates telephones, fax machine, radio teletype (NYSPIN) and other miscellaneous equipment; Represents the department at public hearings, meetings, and gatherings as directed by the Sheriff; Performs other related duties as required. WORKING SUPERVISOR: Assigns tasks to subordinate staff and reviews performance; Monitors personnel records of staff for compliance with training standards, schedules training as needed, and may serve as trainer; Makes periodic inspections of personnel, equipment, facilities, records, reports, inventories, vehicles and weapons and directs corrective action as necessary; Responsible for supervision of major divisions of the Sheriff’s Department, Law Enforcement/Corrections/Communications; Supervises the investigation of crimes, accidents, and other miscellaneous happenings; Supervises personnel detailed to serve all court orders from a court of record; Supervises the administrative functions of an assigned division including the preparation of required reports, especially the necessary arrest and investigation reports, accident reports, jail ---PAGE BREAK--- Deputy Sheriff Lieutenant 2 commitment orders and necessary commitment paperwork, maintain statistics on motor vehicle investigations, all department personnel training records, and Canine Unit; Enforces all laws and departmental rules and regulations pertaining to the employees and recommends remedial or disciplinary actions for inefficient, incompetent, or unsuitable members; Trains, directs, supervises and evaluates members in their assigned duties; Observes and supervises subordinate correction staff in performance of their duties by making periodic inspections of the correction facility; Observes and supervises the safe and correct transport of inmates from the correctional facility to various locations and their return. When assigned to the Criminal Investigations Division, supervisors all major felony investigations. AGENCY INSTRUCTOR: Responsible for coordination and delivery of training; Staff development/research analysis; Schedules and/or provides Basic Police Officer Training, (i.e. Academy), in-service training, advanced training and specialized training; Maintains departmental members training records; Develops in-service training for supervisory personnel; Develops methodology and implement monitoring and evaluation of training programs; Initiates and maintains contact with local resources which can be utilized for local training purposes; Attends appropriate training and conferences to obtain and update personal knowledge to law enforcement programs and changes. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of modern law enforcement administration; Thorough knowledge of the principles and practices of criminal investigations; Thorough knowledge of techniques of securing evidence, and court procedures; Ability to instruct and supervise subordinates in law enforcement; Ability to establish and maintain cooperative relations with other law enforcement agencies; Ability to deal courteously and firmly with the public; Ability to communicate ideas clearly, both orally and in writing; Ability to follow complex written and oral directions; Ability to instill and maintain good departmental morale and standards; Sound judgment; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Two years of experience as a Deputy Sheriff Sergeant or three years of designated Investigator experience as a Deputy Sheriff. SPECIAL REQUIREMENT: Possession of a New York State driver’s license.
