Deputy County Clerk 1 Jurisdiction: Schuyler County Jurisdictional Class: Exempt Revised: July 27, 2005, Updated: June 1, 2011; Updated: November 22, 2021 DEPUTY COUNTY CLERK Residency Requirement: Must be a resident of Schuyler County. Job Description: This is an administrative position under the general administrative supervision of the County Clerk and which involves responsibility for all functions of the County Clerk’s Office in the absence of the County Clerk. When acting in County Clerk’s absence, duties will involve supervision and general administration of both the County Clerk’s office and Department of Motor Vehicles personnel. This is to include approval of time off and disciplinary action if necessary. Responsible for the interpretation of and administration of laws and procedures of several completely different operations, such as: Real Property Law, General Business Law, CPLR, Judicial Law, Firearm-Penal Law, DMV-Vehicle and Traffic Law. Typical Duties: Calculate fees, assess for corrections, and record/file various legal documents; Issue and process passport applications, pistol permits and related amendments; Issue and process hunting and fishing licenses, business licenses and vendor permits; Issue and process index numbers on legal actions and court cases filings (Civil, Criminal, Matrimonial); Plans, assigns, oversees and supervises the day-to-day operation of the Motor Vehicle Bureau and makes determination of the eligibility of documents presented to other office staff in question; Supervises or performs record keeping and data entry required by NYS DMV if needed. Includes but not limited to calculation and collection of sales tax, plate surrenders, DMV photos, learners permits and enforcement processes for loss of license. Administer Oaths of Office Record and file survey maps, UCC’s, notaries; Assist the public, abstractors, lawyers, and surveyors as needed; Carry out and respond to genealogy research requests; Maintain up to date department contracts and handle any problems arising from these contracts; Schedule meetings and appointments; Prepare photocopies and certified copies of legal documents; Assist other County, State, and Federal agencies with requests and research pertaining to office records and files; Balance several bank accounts and prepare both and annual reports to various Federal and State agencies and to the County; Assist in the preparation of the annual departmental budget; Prepare requisitions, vouchers and maintains a running tally on all office expenditures while working within budget; Arrange computer indexing and scanning of all recorded documents; ---PAGE BREAK--- Deputy County Clerk 2 Maintain knowledge of current motor vehicle law to assist if needed; Assist with records management operations; Balance daily fees received in the department; Assist County Clerk with supervision of other staff members; Assist in training of new employees; Act for the County Clerk in his or her absence. Suggested Minimum Qualifications: A. Associate’s degree in Business Administration from an accredited school or college and four years of related experience with some supervisory experience; or B. Graduation from High School or possession of an equivalency diploma and six years of business experience, including accounting and recordkeeping, two of which should be in a supervisory capacity; or C. Any equivalent training and experience, sufficient to indicate the ability to perform and supervise the required work. Other Qualifications: Thorough knowledge of office procedures and equipment; Good knowledge of accounting and recordkeeping abilities; Knowledge of typing and computer skills; Ability to work well with the public; Ability to communicate effectively both orally and in writing; Ability to proofread documents for completeness and accuracy; Ability to maintain confidentiality; Ability to use good judgment in making decisions involving office operations and supervising of office personnel; Physical condition commensurate with the demands of the position.
