Deputy County Highway Superintendent 1 Jurisdiction: Schuyler County Jurisdictional Class: Exempt Adopted: September 21, 1995; Revised August 2, 2005; Reviewed: June 30, 2011; Reviewed: November 30, 2021 DEPUTY COUNTY HIGHWAY SUPERINTENDENT JOB DESCRIPTION: The work involves responsibility for initial design as well as scheduling, supervision, quality control and economical analysis of all maintenance and capital construction operations performed by the County Highway Department. An employee in this class is responsible for the effective and productive use of the highway department workforce and equipment. Work is performed under the general direction of the County Highway Superintendent in accordance with New York State Highway law, as well as established policies and procedures, with a high level of autonomy and use of independent judgment. Supervision is exercised over subordinate employees. May, if directed by the Highway Superintendent, assume some of the authority and responsibilities of the Highway Superintendent. Acts for and has all the powers and duties of the County Highway Superintendent during his inability to act as such. RESIDENCY REQUIREMENT: Candidates must become a resident of Schuyler County within six months of hire and must maintain residency during employment. TYPICAL DUTIES: Assists in planning and design, then supervises the scheduling, maintenance, repair and construction of County highways and bridges; Assists in planning and design of Capital Projects, then supervises the scheduling, maintenance, repair and construction of all Capital Projects; Supervises the progress of current department projects and the productivity of the workforce; Serves as the Department Safety Officer, which involves training, guiding, and counseling; Regularly reviews highway operations and implements improved methods and techniques to increase efficiency and productivity; Directly oversees and supervises the planning and implementing of snow removal and ice control programs, supervises road conditions and dispatches workforce as needed; Responsible for the departments compliance with, and have knowledge of all applicable Federal, State and Local highway laws and regulations, as well as policies established by the County Legislature and/or the County Highway Superintendent; including but not limited to AASHTO and MUTCD regulations; Assists the County Highway Superintendent in the preparation of the Highway Department budget and the implementation of appropriate budget controls; Assists the County Highway Superintendent in establishment and preparation of records and reports; Interviews, hires, trains, counsels and educates subordinates; Recommends the purchase of and sets specifications for replacement equipment; Supervises and coordinates Shared Services with Towns, Villages and other non-profit organizations in the planning, preparation and execution of agency needs; Deals directly with vendors, consultants, public officials, and private individuals in resolving highway issues within the county; Prepares and processes permit applications and requests. ---PAGE BREAK--- Deputy County Highway Superintendent 2 SUGGESTED QUALIFICATIONS: A. Graduation from a regionally accredited or New York State registered college with an Associate’s degree in construction technology or a closely related field and four years experience in highway and bridge maintenance and construction of which two years shall have been in a supervisory capacity; or B. Graduation from high school or possession of a high school equivalency diploma, and six years of experience in highway and bridge maintenance and construction of which three years shall have been in a supervisory capacity; or C. Any equivalent combination of training and experience as defined by the limits of and License: Possession of a valid New York State Class B-CDL driver’s license. OTHER QUALIFICATIONS: Good knowledge of modern highway and bridge maintenance and construction methods and techniques; Good knowledge of the equipment, materials, tools, terminology, and safety requirements associated with highway and bridge maintenance, repair and construction; Good knowledge of computers; good knowledge of the principles and practices of supervision and leadership; Ability to read and understand specifications, construction plans and drawings, technical manuals, standards, as well as contracts, regulations and Laws relating to highway and bridge maintenance and construction; Ability to prepare progress and activity records and reports, as well as maintain “as-built” records and drawings; Initiative, resourcefulness, good judgment, tact and courtesy; Physical condition commensurate with the demands of the position.
