Registered Professional Nurse 1 Jurisdiction: Schuyler County Jurisdictional Class: Non-Competitive Adopted: March 1, 2004; Revised February 12, 2007; Revised July 9, 2012; Revised: February 24, 2020; Revised: October 11, 2022 REGISTERED PROFESSIONAL NURSE DISTINGUISHING FEATURES OF THE CLASS: The work involves performing patient care services in accordance with professional nursing practices, special orders from physicians, and established rules and regulations. Work is reviewed under general supervision. Registered Professional Nurses are expected to perform required and routine duties independently. TYPICAL WORK ACTIVITIES: Carries out therapeutic treatments as ordered by the physician, including the giving of medications; When working in a Mental Health Clinic, engage in treatment modalities such as health teaching, individual and group family therapy or milieu therapy as appropriate; Plan and set up personal care for patient with physician, therapists, home health aides, other professional health care workers, and family members; Prepares and applies dressings and performs wound care; Assesses vital signs and monitors physical changes in patient; Instructs patient and family members on patient’s diet, health habits, treatments and rehabilitative measures as prescribed by the physician; Maintains contact with physicians regarding problems or concerns that arise with patients; May supervise other workers such as Home Health Aides; Makes contacts with appropriate welfare or health agencies as necessary to assure the patient receives needed services or follow-up care; Sets up and staffs prevention and immunization health clinics, including taking patient history, conducting screening physicals involving taking blood pressure, pulse, respiration and weight, drawing blood and administering tests and vaccines for various diseases; Prepares and maintains a variety of nursing care records and reports. WHEN WORKING FOR PUBLIC HEALTH MAY ALSO: Assesses the health status of those served & their related determinants of health. Uses this knowledge to develop a plan of care for individuals and families, to educate, inform and make referrals as appropriate; Provides skilled nursing care, administers prescribed treatments, immunizations and biologics and performs procedures such as venipuncture and specimen collection and shipment for patients in the community setting and in clinics; Coordinates plans for service with other professionals concerned with the individual or family including but not limited to physicians, nurses, physical, occupational and speech therapists, nutritionists and social workers; from both within the department and outside of the department; Makes referrals for patients to assure needed services or follow-up care is available; Investigates reports of rabies and communicable disease; ---PAGE BREAK--- Registered Professional Nurse 2 Completes and maintains activity records, patient files, and program records in accordance with Nursing Standards, Grant Requirements, and New York State Department of Health requirements; Teaches classes, addresses or facilitates groups and participates in community partnerships to promote population health; Participates and/or leads program planning, implementation and evaluation under the direction of the Supervising PHN and the Director of Public Health; Develops demographic, statistical, programmatic and scientific presentations, brochures and products; Conveys public health information in writing and orally, in person and through electronic means, with linguistic and cultural proficiency in the appropriate format and health literacy level of the population served; Participates in the conduct of surveys and assessments related to health matters; Compiles and uses records, reports and statistical information for planning and evaluation of public health programs; Participates in emergency preparedness planning and response efforts; Participates in or leads quality improvement projects. WHEN WORKING FOR A PUBLIC SCHOOL MAY ALSO: Performs emergency first aid treatment of injuries; Inspects the school facilities and reports on general safety and sanitary conditions; Orders, inventories and oversees the storage of first aid and related health supplies and equipment; Consults with attendance and other staff members concerning a health factors related to non- attendance and communicable disease. WHEN WORKING FOR A JAIL MAY ALSO: Maintains daily contact with the Jail Medical Director; Assesses and evaluates inmates’ health conditions for referral to doctor; Performs emergency first aid treatment of injuries; Participates in daily rounds to obtain status of unit inmates; Administers prescribed medications by the appropriate route and instructs inmates and other staff to possible side effects of those medications; Observes, assesses, records, and reports on inmates’ physical condition mental status, behavior and systemic signs for complications, regressive behavior, or relapse; Counts narcotics and syringes and documents each shift; Maintain records and prepare reports; Maintain medication, supply, and medical tool inventories in accordance with legal and departmental mandates. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of nursing principles and techniques and their relation to medical and surgical practices; Good knowledge of materia medica, sanitation, personal hygiene, and dietetics; Good knowledge of auxiliary and support services available to provide for the total health care of patients; ---PAGE BREAK--- Registered Professional Nurse 3 Skill in observation and the application of modern nursing techniques and medical equipment used in providing nursing care; Ability to communicate effectively with other staff and patients and their families; Ability to develop and implement a nursing care plan; Ability to follow technical oral and written instructions; Ability to prepare and maintain complex records and reports; Ability to express oneself clearly and concisely, both orally and in writing; Ability to establish and maintain cooperative relations with patients, physicians and others; Sympathetic attitude toward the sick; Good powers of observation; Physical condition commensurate with the demands of the position. FOR PUBLIC HEALTH: Thorough knowledge of the current principles, practices and techniques of public health nursing; Good knowledge and understanding of the principles of Public Health Sciences (biostatistics, epidemiology, environmental, social & behavioral health); Working knowledge and ability to perform duties in accordance with nationally adopted Core Competences for Public Health Professionals; Working knowledge and ability to follow public health laws, regulations and policies; Good analytic & assessment skills necessary to participate in community health assessments; Good program planning and evaluation skills; Good cultural and linguistic competency; Ability to adhere to ethical principles in the collection, maintenance, use and dissemination of data & information; Ability to follow technical oral and written instructions and to make sound professional judgments: Ability to plan and supervise the work of others; Ability to effectively communicate in written, oral and electronic form; Ability to establish effective working relationships with a wide variety of people; Ability to operate a personal computer; utilize the internet, and common office software programs, including Word, Excel, and Publisher; and ability to learn proprietary software applications; Ability to perform in a reasonable manner the essential functions of the position. MINIMUM QUALIFICATIONS: Possession of a license and current registration issued by the State of New York to practice as a Registered Professional Nurse and one year of experience working as a licensed registered nurse. SPECIAL REQUIREMENT: If required by the appointing agency, possession of a valid New York State driver’s license or otherwise demonstrate the ability to meet the transportation needs of the job.
