Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: July 18, 2006; Reviewed: June 23, 2011; Updated 11/4/2025 COMPUTER AND BUSINESS SERVICES COORDINATOR DISTINGUISHING FEATURES OF THE CLASS: This is an essential position involving responsibility for coordinating the technological activities and business operations for a client health service organization. Work involves independently performing and reporting on computer-based account keeping functions. This person is responsible for coordinating technology applications within program requirements and insuring a smooth and efficient operation of the organization’s electronic clinical records, information management, billing systems, and a variety of Federal, New York State, and County web-based systems. The incumbent works with considerable independence in formulating and implementing various work methods. Supervision is exercised over the work of subordinate staff involved in reception, billing, and data entry. Work is performed under the general direction of the Director of Community Services. TYPICAL WORK ACTIVITIES: Assists in the implementation of electronic case records and billing systems; Assigns permissions to agency staff for Federal, New York State, and County web-based systems; Prepares and submits required fiscal and statistical reports, including Consolidated Fiscal Reports; Monitors organizational expenditures and revenue utilizing computer based systems; Acts as liaison to County, New York State, and Federal information technology departments; Assists in the integration of technology applications for the organization; Provides technical support for required computer and web-based systems; Supervises designated staff in reception, billing, data entry, and client records; Creates and implements procedures related to billing for services and maintaining client records; Monitors regulation and rate changes for services provided, and updates electronic systems accordingly; Manages accounts receivable including collection and reporting when required; Manages the acquisition and disposal of departmental equipment; Performs other technology and fiscal duties as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of computer hardware and software used in health services; Thorough knowledge of accounting principles; Good knowledge of administrative methods, procedures and policy; Good knowledge of principles, practices and procedures of management; Good knowledge of third-party medical reimbursement, billing, and accounts receivable; Good knowledge of a variety of health insurance plans, including Medicaid and Medicare; Working knowledge of the applications of major computer hardware and software; Ability to plan, organize and manage the implementation of assigned projects; Ability to create and implement policies for receiving payment for patient services; Ability to use internet to interface with multiple state agencies, payers, and community providers; Ability to prepare and organize a variety of records and reports; Ability to coordinate and supervise the work of others; Ability to communicate effectively and maintain appropriate working relationships; Complete tasks with a high degree of accuracy and attention to detail; Possess personal initiative and resourcefulness ---PAGE BREAK--- MINIMUM QUALIFICATIONS: Either: A: Possession of a Bachelor’s degree in computer science or business administration and one year of experience in a position responsible for managing the computer operations and billing of a patient service organization; OR B. Possession of an Associate’s degree in computer science or business administration and three years of experience in a position responsible for managing the computer operations and billing of a patient service organization; OR C. Possession of a High School Diploma or GED and five years of experience managing the computer operations and billing of a patient service organization regulated by County, State, or Federal oversight. ---PAGE BREAK---
