Jurisdiction: Schuyler County Jurisdictional Classification: Exempt Revised: July 16, 2012; Reviewed: November 19, 2021 COUNTY AUDITOR DISTINGUISHING FEATURES OF THE CLASS The work involves responsibility for auditing all claims and demands which are made County charges by law and which otherwise would be audited by the County Legislature. The work is carried out in accordance with standard auditing methods and special procedures as established by the County Legislature and involves determining the legality of all claims made against the County. Work is performed under general supervision of the County Legislature with wide leeway allowed the incumbent for exercise of independent judgment in carrying out auditing duties in accordance with County Law and within the guidelines set by the State Comptroller and the County Legislature. Pursuant to Section 600 of County Law, appointment to this position is made directly by the County Legislature for four year term coinciding with the term of the Legislature. Does related work as required. **This is a stipend position currently held by the Clerk of the Legislature TYPICAL WORK ACTIVITIES: On behalf of the County Legislature, audits all claims, demands and charges against the County, to expedite the payment of bills; Serves the public by making certain all charges against the County are right and proper; Determines the legality of all claims, using the rules and regulations enacted by the County Legislature and the opinions of the State Comptroller and County Attorney as guides; Performs research to determine legality of claims made against the County; Insures that claims are presented in proper form and sworn or attested to as required; Insures that vouchers fully describe the supplies, materials or services which were purchased and proper attachments are provided; Contacts departments of the County to obtain further information when necessary; Prepares reports as necessary and prepares abstracts. FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of sound accounting and auditing principles and procedures and the ability to apply this knowledge to audit accounting records; thorough knowledge of governmental fund accounting; good knowledge of state laws, regulations and opinions relating to County charges; good knowledge of internal financial control systems; good knowledge of office procedures and equipment; working knowledge of governmental accounting systems; skill in the use of computers; ability to perform financial research tasks; ability to make arithmetic computations rapidly and accurately; ability to deal with a wide variety of individuals, including government officials and employees, with an extraordinary amount of tact and courtesy; initiative and resourcefulness; sound judgment; neatness; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either... ---PAGE BREAK--- A) Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in Accounting or Business Administration and two years of responsible work experience involving business accounting or auditing financial records and accounts or one year responsible experience performing those duties for a municipality of New York State; OR B) Graduation from high school or possession of a high school equivalency diploma and four years of responsible work experience involving business accounting or auditing financial records and accounts or two years responsible experience performing those duties for a municipality of New York State.
