Building Maintenance Supervisor 1 Jurisdiction: Schuyler County Jurisdictional Class: Non-Competitive Revised: February 23, 2010; Reviewed: June 23, 2011 BUILDING MAINTENANCE SUPERVISOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, organizing, directing, and participating in the operation, maintenance, building service functions, engineering and construction of County buildings and grounds. The incumbent is responsible for the assurance of plans, specifications, contracts and other standards related to the advancement, maintenance and inspection of various County facilities and infrastructures. The essential nature of the work is such that the incumbent is responsible for the exercise of judgment related to the construction, alteration and maintenance of County buildings, grounds, parking lots, parks and/or other facilities and infrastructures. Work is performed in accordance with general policies and under the general direction of the County Legislature. The incumbent formulates custodial and maintenance policy, and has leeway for the use of independent judgment in carrying out the details of the work. Supervision is exercised over custodial and maintenance staff. Does related work as required. TYPICAL WORK ACTIVITIES: Plans, schedules, and assigns employees to various cleaning, maintenance, renovation, and premise security tasks; Has responsibility for premise security for all County property; Hires, trains, and supervises subordinate staff; Checks progress and inspects painting, carpentry, plumbing, electrical, masonry and other mechanical maintenance or construction work performed by custodial or maintenance employees or private contractors; Inspects buildings, equipment and premises for hazards and violations of safety codes and regulations; Inspects and supervises the maintenance and repair of boilers and related heating and ventilating system equipment; Responsible for the firing of pressure boilers, and implements the firing operation in order to provide the necessary heat and hot water according to season, temperatures and demand; Organizes and implements a program of preventive maintenance; Keeps informed of the latest trends, developments and products in the areas of maintenance, repair and upkeep and encourage innovation and experimentation as appropriate; Performs electrical, plumbing, roofing, painting, carpentry, mechanical, masonry, grounds maintenance, and other work; Operates and services motor powered tools, equipment and light motor vehicles; Directs snow and ice control activities; Responds to inquiries from employees, department heads and the public regarding County buildings and grounds activities; Receives work orders from department heads and assigns work; Prepares job specifications and cost estimates for specific custodial or maintenance activities; Coordinates County telephone contracts including selection of service providers, coordination of repairs, phone policy, and billing of individual departments; ---PAGE BREAK--- Building Maintenance Supervisor 2 Oversees automated controls management of County Security, HVAC, and telecommunications systems; Responsible for maintenance of Lakefront Park and related duties as pertains to pier; Estimates and records time and materials required for repairs, stocks and inventories spare parts, materials, and tools; Maintains records of time and material expended, supplies, equipment and inventory and projections of workload; Prepares, submits and monitors departmental budget; Maintains records and prepares reports related to operations; Makes recommendations for the determination of rent or buy decisions and optimal timing of replacement for the vehicles and equipment assigned to the department; Orders, receives, stores and issues all maintenance and grounds materials, supplies and equipment; Coordinates contracts for rental of county property to outside agencies; Schedules use of county buildings and grounds for community use; Negotiates and oversees contracts for sale of timber and other natural resources on County-owned property; Acts as liaison between County and contractors or municipalities engaged in providing services to County properties; Determines and establishes detailed specifications pertaining to supplies, materials, equipment and local contract work; Supervises and inspects the work performed by outside contractors performing work for the County, and verifies that the terms of all such contracts have been fulfilled before authorizing final payments; Participates with management personnel in the planning of new construction and major repair work; Serves as internal project manager for capital projects; Confers with contractors, technical experts and local officials concerning progress of work; Attends regular job meetings with architects, contractors, subcontractors and engineers to check and report on progress; Participates in bid solicitation and awarding process; Processes change orders when necessary; Responsible for standardizing the storage, labeling and handling of chemicals and hazardous materials; informing employees of exposure to same and keeping records of such exposure in compliance with OSHA regulations; Implements and enforces the County Health and Safety Policy; Assists department heads in establishing emergency evacuation procedures for each office. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern large-scale building and grounds maintenance operations and practices; Thorough knowledge of safety regulations, procedures and security in the workplace and public buildings; Thorough knowledge in the operation and maintenance of heating and ventilation equipment and controls; Good knowledge of modern management/supervisory principles and practices; Good knowledge of practices and techniques of standard building trades including construction, electrical work, and plumbing; Working knowledge of architecture and mechanical drawing; ---PAGE BREAK--- Building Maintenance Supervisor 3 Knowledge and proficiency in computer applications/technology; Ability to plan, direct and supervise a program of buildings and grounds maintenance; Ability to detect errors in materials or work; Ability to communicate both orally and in writing; Ability to maintain records and prepare reports; Ability to prepare drawings for building alterations in the heating, plumbing, ventilation and electrical field; Ability to maintain effective working relationships with others; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: A. Graduation from a two year college recognized by the University of the State of New York with an Associate Degree in mechanical, engineering construction technology and two years experience in a large-scale building and grounds maintenance work of which one year shall have been in a responsible administrative or supervisory capacity; or B. High School Diploma or GED and four years of experience in large-scale building and grounds maintenance work of which two years shall have been in a responsible administrative or supervisory capacity; or C. An equivalent combination of training and experience as described in A or B above. Note: Must possess and maintain a valid NYS driver’s license.
