Coordinator of Fiscal Operations and Budgetary Planning 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: September 17, 2001; Revised: January 7, 2014; Revised: December 1, 2021 COORDINATOR OF FISCAL OPERATIONS AND BUDGETARY PLANNING DISTINGUISHING FEATURES OF THE CLASS: This position directs the fiscal operation of the Department of Public Health and involves responsibility for establishing, implementing, and overseeing the department’s fiscal policies and procedures and acting as primary fiscal contact with County departments and government agencies. Duties include the performance of accounting, budgetary, reporting, compliance, and claiming activities for Public Health core programs, operating and special grants, the Preschool Program, Early Intervention Program and Watershed Protection Agency. The work is performed under the general direction of the Public Health Director and supervision is exercised over a number of professional support staff. This is also a shared administrative position under the general supervision of the County Treasurer, with a high level of independent judgment allowed in planning and carrying out the details of the work. Supervision may be exercised over professional support staff. The incumbent is responsible for assisting with the maintenance of the financial records of the County in the manner prescribed by the Office of the NY State Comptroller as well as ensuring these record keeping activities are carried out ethically and in accordance with all applicable laws, rules, regulations and in accordance with accepted governmental accounting standards. The position also assists in monitoring the fiscal operations of County departments and agencies through the analysis of required fiscal reports. TYPICAL WORK ACTIVITIES: Directs the fiscal operations of the Department of Public Health; Prepares and monitors Public Health line-item and performance-based budgets, grant budgets and claims, program revenues and cost reports; Represents department in budget presentation and other fiscal matters to County Administrator and Legislature; Coordinates accounting for and preparation of Public Health Article 6 and other State and Federal claims and acts as primary fiscal contact with associated NYS and Federal agencies; Performs general accounting, account reconciliation, and reporting activities for the Public Health Department; Acts as fiscal representative for Department of Health reviews, audits, and special requests; Oversees all Public Health financial records and accounts and assists Public Health Director in interpreting fiscal impact of regulatory requirements; Performs or oversees Grants Administration activities for the Public Health Department, including grant applications and financial statement reporting of federal awards. The incumbent is the primary fiscal contact with Awarding Agencies; Supervises Public Health administrative and support staff in duties related to accounting and reporting, purchasing, contract administration, billing and claiming, data entry, and program support; Participates in staffing the Public Health fiscal, support, and clerical functions: (recruitment, interviewing, selection, orienting, training, and coaching). ---PAGE BREAK--- Coordinator of Fiscal Operations and Budgetary Planning 2 Maintains financial records and accounts at the County level; Responsible for the reconciliation of bank statements and accounting for all cash accounts; Ensures County payroll liability reports are maintained and properly reported; Assists in the preparation and submittal of statements of County finances to the Treasurer, Legislature, and County Administrator in a timely fashion; Reconciles State and Federal Aid claim accounts; Performs General Ledger accounting function and reconciliations on an interim and year-end basis; Assists in the preparation of County financial statements and accompanying schedules; Copies and/or develops standard accounting policies and operating procedures in compliance with regulations; Assists department staff in organizing financial data for its proper entry into systems; Performs other financial or administrative duties that may be required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of modern public fiscal administration, including general and governmental accounting, internal auditing, budgeting, State and Federal grant requirements, and fiscal management; Good knowledge of the practices and principles of supervision; General knowledge of contract administration, purchasing procedures; working knowledge of state finance laws, Public Health programs, and billing practices; Ability to analyze, interpret, and apply complex rules, regulations, and instructions; Ability to analyze trends affecting fiscal operations from fiscal records and other factual material; Ability to develop and maintain professional relationships within County, State, and Federal agencies as well as outside contractors and vendors Ability to plan and supervise the work of others; Ability to establish and maintain satisfactory working relationships with subordinates, coworkers, and others; Ability to communicate effectively orally and in writing; Initiative; integrity; resourcefulness; good judgment. MINIMUM QUALIFICATIONS: A. Graduation from an accredited college or university with a Master’s degree or higher in accounting, corporate finance, or business administration; OR B. Graduation from an accredited college or university with a Bachelor’s degree in accounting, corporate finance, or business administration and seven years of work experience in the financial and/or administrative field in the first or second tier supervisory capacity. NOTE: A CPA certification may substitute for five of the seven years of required work experience.
