Deputy Clerk of the Legislature 1 Jurisdiction: Schuyler County Jurisdictional Classification: Unclassified Revised: July 26, 2005; Revised: July 16, 2012; Revised: November 19, 2021 DEPUTY CLERK OF THE LEGISLATURE GENERAL STATEMENT OF DUTIES: To assist the Clerk of the Legislature in the performance of her duties and to act for and on behalf the Clerk in his/her absence. To be informed and provide assistance in any manner possible to the members of the Legislature and the Chairman to alleviate the routine tasks and enable them to concentrate on their legislative duties. The work is performed under general supervision of the Clerk with leeway for the exercise of independent judgment in carrying out details of work. TYPICAL WORK ACTIVITIES: Take minutes of Regular, Special & Committee meetings of the Legislature; act as staff advisor, transcribe and print the same. Assist County Auditor with duties and act as Deputy County Auditor in the absence of the Auditor. (See job description for County Auditor) General office functions to include answer/screen telephone for the office; assist/screen visitors/schedule and coordinate meetings; office bill payment and bookkeeping; coordinate mail duties; general file maintenance and records retention; supplies and inventory. Coordinate Home Rule Requests with appropriate State Offices. Independently respond to routine daily correspondence, surveys, requests for information and related research for public, legislators, departments, etc. Maintains the fixed assets report for the Legislative Office and reports the same to the Fixed Assets Division within the county. Develops and maintains notebooks for County Attorney Opinions, Department Annual Reports, Committee Appointments, Minutes or any other reference material that is needed. Establish ready-reference sources for County rules, policies and procedures; disseminate to departments as needed; assist Clerk to interpret and enforce as appropriate. Compiles and updates the County, Town & Village Official booklet electronically on the web page. Responsible for updating Legislative web page with agendas, information, calendar and overall maintenance. Responsible for maintaining all county contracts entered into by any county agency, verify approval by committee or resolution and the legal approval of County Attorney, enforce directive on contracts, prepare for signature of Chairman and distribute copies as required. Maintains the database of all contracts and makes sure all insurance is up to date. Implement and renew all contracts for the Legislative Office. As the administrative office for the function of County Coroner, the Deputy Clerk is responsible for performing all administrative duties such as processing payments for all Coroner related expenses, including supplying copies of autopsy reports when requested and applied for, and coordinating quarterly payroll with the Human Resources Department for all four elected Coroners. Maintain all Coroner case files and records being centrally located and available in the Legislative office. REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: This position requires confidentiality, courtesy, tact and discretion toward officials and public. Ability to work independently in carrying out the duties prescribed by law, custom, common practice and direction of the Chairman of the Legislature and the Legislators. Must have computer experience to include the use of the Microsoft Office suite. Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Business Administration, Accounting, Office Technology, or a closely related field and two years of upper-level administrative or secretarial experience (with preference for experience working for a municipality of New York State); or B. Four years of experience as described in A.
