Case Manager 1 Jurisdiction: Schuyler County Jurisdictional Class: Competitive Adopted: January 17, 2007; Revised January 9, 2009; Reviewed: July 5, 2011 CASE MANAGER DISTINGUISHING FEATURES OF THE CLASS: Employees in this class are responsible for the provision of professional social work services involving the supervision of a group of case workers and supporting staff engaged in the administration of social services in a specified area or program. Responsibilities include the training and development of assigned staff. Supervision is exercised over Sr. Caseworkers, Caseworkers and subordinate staff. Work is performed under the direct supervision of the Supervising Caseworker or the Deputy Commissioner. Does related work as required. TYPICAL WORK ACTIVITIES: Assists in the formulation of casework or group work policies and procedures; Interprets, implements and monitors Federal, State and local policies and programs to assigned caseworker staff; Supervises and assists in the supervision of casework and senior caseworker staff assigned to the children’s services unit in administering social services programs to promote the welfare of the client; Reviews difficult problems with casework staff and provides necessary consultation, advice and recommendations in areas such as case planning, decision making, resource utilization, time management and emergency decisions; Provides back-up for Supervising Caseworker during and after regular work hours; Assists casework staff in gaining competency with DSS automated system requirements, checks reports and monitors performance for time completion and accuracy of cases within Federal and State guidelines; Maintains cooperative relationship with family court and other agencies involved in providing services to clients; Maintains accurate statistical records and prepares reports on social casework activities as needed; Maintains responsibility for the development, training and monitoring of the foster home program. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern principles and practices of social casework and group work and the ability to apply these in the performance of duties; Thorough knowledge of Federal, State, and local social services laws and programs; Good knowledge of case recording techniques; Working knowledge of automated systems as they relate to the work of the department; Ability to plan, direct, and oversee the work of others; Ability to prepare clear and accurate records and reports; Ability to use computer terminal; Ability to establish and maintain effective working relationships with others; Good powers of observation and judgment; ---PAGE BREAK--- Case Manager 2 Sensitivity and tact; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: A) Graduation from a regionally accredited of NYS registered college or university with a Bachelor’s degree and two years of full-time paid experience in social casework with a public or private agency adhering to acceptable standards, one year of which must have been in a supervisory capacity; or B) Graduation from a regionally accredited or NYS registered college or university with an Associate’s degree and four years of experience as described in (A),one year of which must have been in a supervisory capacity; or C) High school diploma or possession of a high school equivalency diploma and years of social casework experience as described in above, of which must have been in a supervisory capacity; or D) A Master’s degree in Social Work (or related field) may be substituted for two years of experience, including the supervisory experience. SPECIAL REQUIREMENT: Possession of a valid New York State driver’s license or otherwise demonstrate the ability to meet the transportation needs of the job.
