REGULATION No. 8 ASHES, RUBBISH, DRY WASTE, DUMPS SECTION 1. No person, firm or corporation, owning or occupying any premises within the limits of the City of Salem, and no city officer controlling or in charge of city premises shall cause any ashes or refuse material to be placed thereon, or shall allow such premises to be used as a public dump for ashes, refuse, or other material, without a permit from the Board of Health, and only in accordance with such permit. SECTION 2. No person, firm or corporation shall, without permission from the Board of Health, throw into or deposit in or upon any street, way, wharf, public place, or vacant lot, or throw into or deposit in any pond or body of water within the limits of the city, any dead animal, dirt, sawdust, waste water, rubbish, filth, automobiles or parts of automobiles or any refuse matter or substance whatever. Nor shall any person throw into or deposit in or upon any dock, flats or tidewater within ---PAGE BREAK--- Dear Sir: The department would like to call your attention to the fact that the keeping of junked automobiles on a lot in Salem, without an express license for this keeping, is an infringement of Regulation 8, Section 2 of the Regulations of the Board of Health. The records of the assessors show that the lot at is owned by you. You are herby ORDERED to take immediate steps to remove all junked automobiles and other debris within one week from the date of this notice.
