Jefferson Avenue at Willson Street Intersection Redesign Community Meeting Thursday, May 2nd, 2024 David Kucharsky, Director of Traffic & Parking Councillor Morsillo, Ward 3 City Councillor ---PAGE BREAK--- Project Background • Traffic data collected and analyzed June 2021 • Intersection volumes met 2 of the thresholds set by FHWA for a signalized intersection evaluation • Roadway survey completed November 2021 • Preliminary redesign concepts created by BETA December 2021 • Meetings & plan revisions through spring and summer 2023 • Project went out to bid January 2024 • Contract awarded to MacKay in February 2024 • Construction began March 2024 ---PAGE BREAK--- Project Goals Improve safety and operations • Replace the pedestrian signal with a signalized intersection • Provide separate phase in signal timing for Willson Street left and right turns • Accommodate for school bus activity and turning radii needs • Cloutman Street approach will also be signalized Enhance pedestrian safety and accessibility • ADA compliant sidewalks, crosswalks, and pedestrian ramps • Additional crosswalk to be added across the southern leg of the intersection • Adding three additional streetlights to the intersection ---PAGE BREAK--- Project Plan ---PAGE BREAK--- Next Steps • Signal equipment delayed (will not be fabricated and installed for 4-6 months) • Temporary rectangular rapid flashing beacons to be installed at the northern and southern crosswalks on Jefferson Avenue as an interim measure • Stop-control as an interim measure at the Willson Street and Cloutman Street approaches ---PAGE BREAK--- Next Steps • Monitoring side streets for increased speeding activity and potential need for traffic calming Pre-construction data collected from March 1 – 12, 2024 Streets evaluated: • Laurent Road • Horton Street • Champlain Road • Arthur Street ---PAGE BREAK--- Contact Information David Kucharsky Director of Traffic & Parking [EMAIL REDACTED] Councillor Morsillo Ward 3 City Councillor [EMAIL REDACTED] Questions?
