CITY OF SALEM NOTICE JOINT PUBLIC HEARING OF THE CITY COUNCIL AND PLANNING BOARD MONDAY, JUNE 27, 2022 AT 6:30 P.M. The City Council will hold a hybrid joint public hearing with the Planning Board remotely and in- person in the City Council Chambers, City Hall, 93 Washington Street, 2nd floor, Salem, MA, on Monday, June 27th, 2022 at 6:30 P.M. in accordance with Chapter 20 of the Acts of 2021 and as amended by Chapter 22 of the Acts of 2022 and pursuant to Chapter 40A, Section 5, of the Massachusetts General Laws. Please see agenda when posted for zoom link. The purpose of the public hearing is to provide interested parties with an opportunity to comment on the proposed Zoning Ordinance Amendment relative to Halloween Parking Overlay District as follows: Section 1. The City of Salem Zoning Ordinance Section 8.0 – Special District Regulations is hereby amended by adding a new sub-section as follows: “8.7 – HALLOWEEN PARKING OVERLAY DISTRICT 8.7.1 Purpose The purpose of the Halloween Parking Overlay District (“HPOD”) is to augment the underlying zoning regulations in the overlay district to allow for additional necessary off-street parking during periods of peak demand associated with the Halloween season. 8.7.2 Establishment of Halloween Parking Overlay District The Halloween Parking Overly District is hereby established and consists of the area(s) shown on the Map entitled “Halloween Parking Overly District” on file with the City Clerk, as it may, from time to time, be amended. 8.7.3 Permitted Uses 1. Any use permitted in the underlying zoning district shall be a permitted use in the HPOD. 2. In addition, each year during the period beginning on the Friday preceding October 1 and ending on the first Monday after October 31, Lots in the HPOD lawfully in use for non- residential purposes may be used for independent public parking as follows: a. Parking on any Lot shall only be permitted in spaces that are lawfully existing off- street parking and b. Subject to any regulation adopted by the Traffic and Parking Commission which may include, but not limited to, an application and fee.” Section II. This Ordinance shall take effect as provided by City Charter.
