The United States Environmental Protection Agency (EPA), along with the City of Salem, will be removing contaminated soil on Mansell field located in Gallows Hill Park. Contami nation on this property consists of elevated levels of arsenic and is presumed to have originated from former Tannery operations on the site, long before it was redeveloped. BAC KG ROUND During testing being conducted in preparation for planned improvements at Salem’s Gallows Hill Park, the City of Salem found that soil samples taken on a portion of the soccer field area and abutting residential properties showed elevated arsenic levels. From October 2019 – to August 2020, EPA removed contaminated soil on three resi dential properties. In 2019 the City of Salem contacted EPA to also help in removing contaminated soil on Mansell Field, which has been closed to the public since 2018. The EPA negotiated a workshare agreement with the City where each party is responsible for a portion of the work. WH AT R ES I D EN T S SHOULD EXPECT EPA will be mobilizing to Mansell Field in the beginning of May to begin a removal action on the field. A trailer will be placed at a nearby location to provide access to the proper ties for EPA’s equipment. Soil being removed from the field will be staged on site before it is shipped to an appro priate landfill. Dust suppression techniques will be used during the soil removal to keep ---PAGE BREAK--- any contaminated soil from migrating off-site via dust. Contaminated soil being staged will be covered, and access will be restricted to the area where it is being staged. EPA expects its portion of the work to take several months. Contractors will be onsite and working during normal working hours. EPA is coordinating with the City on traffic patterns and truck routes being used during soil disposal to reduce impact to the neighborhood. Upon completion of the EPA’s portion of the work, a separate contractor will begin the City’s portion of the work, which will include the remaining soil remediation and restoration of Mansell Field to public parkland. Once the removal action is initiated, EPA will be onsite on a regular basis and will be available to answer any questions neighbors might have.
