REGULATION NO. 12 QUARATINE OF VESSELS SECTION 1. The agent of the Board of Health may visit any Vessel that arrives in the harbor from any foreign port, and also any vessels arriving from any place in the United States where it may have touched on its way from any foreign post, and may make such examinations as to the sanitary condition of said vessel, its cargo, officers, seaman, passengers, or other persons who may be on bored, and such inquiry as to the port from which said vessels sailed as may be necessary. It may be assisted in such examination by any member or members of the Board of Health Physician. SECTION 2. In case the Board of Health, its physician or its agent shall be of the opinion that any vessel arriving in said harbor, or the cargo thereof, is foul or infected so as to endanger quarantine ground established by the Board of Health and be thoroughly purified in such manner as said board or its said agent shall direct, at the expense of the owners, consignees, or persons in possession of said vessel, and shall not leave said quarantine ground until it shall have received a written permit from the Board of Health or its said agent. SECTION 3. While a vessel remains at the quarantine ground its cargo shall not be handled, nor be handled, nor shall anything whatsoever be removed from such vessel; nor shall any persons or persons go on board or leave the area without the permission of the Board of Health or its said agent. Every vessel while at the quarantine ground shall consistently keep hoisted a yellow flag not less than three feet in length and two feet in width. If it shall come to the knowledge of the owner or superintendant of the wharf, or of the master or chief officer of a vessel, that rats are reaching the shore in cargo that is being uploaded, he shall immediately report the fact to the Board of Health of the city of Salem, and the owner superintendent of the wharf and the master and chief officer of the vessel shall make such arrangements with the employees under their control and with the United States Customs Officers as will insure the prompt reporting to the said owner, agent, master or chief officer of the fact that rats are so being bought ashore with the cargo. If it shall come to the knowledge of the owner or superintendent of the wharf, or of the master or chief officer of a vessel, that rats are reaching the shore in cargo that is being unloaded, he shall immediately report the fact to the Board of Health of the City of Salem, and the owner and superintendent of the wharf and the master and chief officer of the vessel shall make such arrangements with the employees under their control and with the United States Customs Officers as will insure the prompt reporting to the said owner, agent, master or chief officer of the fact that rats are so being brought ashore with the cargo.
