CITY OF SALEM, MASSACHUSETTS Dominick Pangallo Mayor Office of the Mayor Flag Raising Policy Date of Issue: November 20, 2024 1. Approved flag raising requests will be fulfilled as follows: a. For single flags, on the flagpole at City Hall, with the requested and approved flag (the “requested flag”) always flying below the flag of the United States of America. b. For multiple flags, on the flagpoles at Riley Plaza, excluding the central pole, which shall only display the flag of the United States of America and the Prisoner of War/Missing in Action flag. 2. If the requester wishes to hold a speaking program associated with the flag raising, it shall be held either in City Council Chambers – if available and approved for such use by the City Clerk/City Council – or in a first-floor meeting room at City Hall Annex or Old Town Hall. 3. Speaking program events associated with approved flag raisings and the physical raising of approved flags will only take place during regular City business hours. 4. Approved flags, consistent with Section 1-13(e), will be flown for either: a. For approved flags being flown for a “Day,” a period of no more than 24 hours, except for flags raised between noon on Thursday and noon on Friday, which shall be flown until 8:00 a.m. the next Monday or, if Monday is a holiday or City offices are otherwise closed, until 8:00 a.m. Tuesday, or b. For approved flags being flown for a “Week” or a “Month,” a period of no more than seven days, inclusive of holidays and weekends. c. Approved flags flown for any other occasion shall be flown for a period of time approved by the Mayor, not to exceed two weeks pursuant to Section 1-13. 5. If a requested flag/s is/are not already in the possession of the City, it is the responsibility of the requesting entity to provide it/them in time for the flag raising event.
