1 American Rescue Plan Act (ARPA) Public Feedback Session 1 August 23, 2021 ---PAGE BREAK--- AGENDA • Welcome • ARPA Background • Previously Identified Needs • Timeline • Comments / Q&A August 23, 2021 ---PAGE BREAK--- BACKGROUND ---PAGE BREAK--- ARPA BACKGROUND • The American Recovery Plan Act (ARPA) was signed into law March 2021 • ARPA Created the State and Local Fiscal Recovery Fund • $350 billion for state, local, territorial, and Tribal governments to respond to the COVID- 19 Pandemic ---PAGE BREAK--- ARPA BACKGROUND • Funds distributed to municipalities in two tranches • Salem will receive a total of $35 million o$27 million from direct allocation to cities and towns o$8 million from allocation to counties • Funds must be obligated by December 31, 2024 and expended by December 31, 2026 ---PAGE BREAK--- ALLOWED SPENDING CATEGORIES & USES • Public health o Directly related to pandemic o To build resiliency against future pandemics • Negative economic impacts o Household assistance (food, rent, eviction protection) o Unemployment benefits and job training o General small business assistance • Services to disproportionately impacted communities o Education assistance o Childcare o Social determinants of health • Premium pay for certain frontline workers • Infrastructure o Clean water o Drinking water o Broadband • Revenue replacement • Administrative o New staff o Data collection and analysis o Auditing and reporting ---PAGE BREAK--- DISALLOWED SPENDING CATEGORIES AND USES • Deposits into pension funds • Matching funds for Federally-funded projects • Tax relief ---PAGE BREAK--- OTHER PANDEMIC RELIEF • Funds distributed to municipalities are only one part of Federal Pandemic relief ---PAGE BREAK--- PREVIOUSLY IDENTIFIED NEEDS ---PAGE BREAK--- PREVIOUSLY IDENTIFIED NEEDS • The goal is to NOT reinvent the wheel • Use existing and completed plans to determine what projects could potentially be funded with ARPA ---PAGE BREAK--- TIMELINE & PROCESS ---PAGE BREAK--- TIMELINE First Stakeholder Meeting Vision document completed Second Stakeholder Meeting August 23 November 15 Third Stakeholder Meeting First Public Listening Session Second Public Listening Session Public Survey Opens Public Survey Closes September 28 October 21 September 17 August 23 TBD TBD ---PAGE BREAK--- STAKEHOLDER WORKING GROUP ROLE The ARPA Stakeholder Working Group will assist City staff in identifying appropriate priority categories to which ARPA funds should be directed. These priority categories will be consistent with eligible uses for the ARPA funds and existing / previously identified capital and programmatic needs.
