SALEM PARKING GARAGE RESERVED SPACE PERMIT LEGAL WAIVER/ACKNOWLEDGMENT OF PROGRAM REGULATIONS 1. Reserved space(s) are permitted for a one-year period, from January 1 2025 through December 31, 2025 at an annual rate of $2,000.00, payable in advance. At the expiration of the permit, Permit Holder shall return pass card to the City of Salem’s Parking Department office at the Museum Place Garage. 2. Permit holder shall be issued a hang tag and a pass card for one of two municipal parking garages, either Museum Place Mall or South Harbor. 3. Vehicles parked in a reserved space without the appropriate hang tag will be towed at the vehicle owner’s expense. 4. The permitted parking space is to be used only for parking of an automobile. Commercial use of the reserved space is prohibited, and any such use shall be grounds for revocation of the permit. 5. Should necessary garage maintenance or construction make the reserved space inaccessible at any point, the hang tag shall allow for access to and from the same garage but shall not guarantee any other specific parking space in the garage. 6. If the Permit Holder is required to buy a garage pass as part of a deed or other legal document, the reserved space hang tag and pass card will replace the non-reserved garage pass for the period that the reserve space program is in effect. 7. Permit Holder understands and agrees that this is a permit to park only; that no bailment is created and that the City of Salem is under no obligation to render, give, or cause to be given any service whatsoever to Permit Holder, or in connection with Permit Holder’s vehicle, other than providing the permit to park in City of Salem’s parking garage. 8. Permit Holder is hereby advised and understands that the building, within which the reserved parking spaces are located, is unheated at all times. 9. It is expressly understood that all employees of City of Salem have been and are forbidden to drive any motor vehicle of any Permit Holder. In the event Permit Holder requests any employee of City of Salem to drive his/her vehicle within or without City of Salem’s premises for any purpose whatsoever, such employee shall be deemed to be the agent of, and acting for the sole benefit of Permit Holder, and shall not be deemed to be the agent, servant and/or employee of City of Salem in connection with such act or acts. 10. All vehicles are driven and parked at Permit Holder’s risk and responsibility. City of Salem is not responsible for loss through fire, theft and collision or otherwise to the car or contents. As such, the Permit Holder hereby releases the City of Salem, its officers, employees and agents from any liability for any action or inaction that may result in any such loss. 11. At all times when Permit Holder’s motor vehicle is parked in City of Salem’s parking garage, Permit Holder shall keep his/her vehicle completely locked, all windows closed, and shall remove all keys and valuables from the vehicle and retain vehicle keys.
