Using the most current data available (through Census or Washington State Office of Financial Management), describe the demographics within your jurisdiction. The demographic data provided in Figure 1 are based on the 2017-2018 estimates provided by the Washington State Office of Financial Management and the 2017 Household Travel Survey conducted by the Puget Sound Regional Council in coordination with the City of Redmond. Generally, the population has grown by 3% and housing by 2% since the prior year. The City continues to become more diverse, with a 5% increase in diverse populations since 2010. Insignificant changes have occurred within age groups, with 66% of the population represented by working age adults. The City has a diverse, growing and well-educated population due to strong economic sectors in technology, manufacturing and healthcare. 3.2% of the population is unemployed with 4.3% of households on food stamps. Table 1 provides Limited English Proficiency (LEP) data from the 2015 American Community Survey. Table 1. How was the information utilized or Title VI provisions and needs applied in each study or activity? Community Surveys The City conducts an annual citizen survey to shape budget priorities. This information is used to evaluate concerns regarding affordable housing/cost of living, transportation and other issues. The survey also provides information about how the public obtains information about City projects and activities, which is used to evaluate Title VI needs and priorities. For example, the last survey identified the desire to build more connections to between our diverse communities. The City participated in the biennial Household Travel Survey conducted by the Puget Sound Regional Council (PSRC) in spring 2017. The City coordinated with PSRC to obtain an additional 526 household surveys focused on the Downtown urban area. Figures 2 and 3 provide socio-demographic survey results. This information is being used to update our Transportation Master Plan in 2019-2020 to update priorities for projects that create better connections for diverse and low-income populations to employment, education and social services. ADA Audit for Parks and Recreational Facilities Parks and Recreation conducted an ADA audit of all 47 parks and 39 miles of trails to develop a transition plan to improve facilities such that they are accessible to everyone. A stakeholder advisory committee was formed to assist in establishing priorities. The committee included service providers, caregivers, parents of those with developmental disabilities and community members with visual disabilities and mobility issues, service providers, caregivers and parents of those with developmental disabilities. The City conducted outreach with Lighthouse for the Blind, Hearing Loss Association of America, seniors and businesses. An online survey was also conducted to help shape priorities for the transition. The transition plan will be headed to Council for adoption in 2019. Title VI Training and Compliance Review The Title VI Coordinator and the Title VI Liaison for the City’s construction division participated in WSDOT training in 2018. The coordinator conducted training for all construction division staff in April. Title VI compliance reviews were conducted for two transportation projects to evaluate current processes and identify areas for improvement to the City’s Title VI program. See Appendix A for a summary of the reviews. Public involvement activities were identified as the area in most need of improvement due to a lack of Title VI information and language accessibility on public outreach and engagement activities. ---PAGE BREAK--- Non-Discrimination Agreement Annual Report Population Under 100,000 OEO: NDA Annual Report Form 4 City of Redmond 2018 Communications staff are already working to upgrade the City website to meet language accessibility needs. The Title VI Coordinator will continue to work with them in 2019 to upgrade our public outreach flyers and postcards to include Title VI policy statements and meet LEP requirements. Improving the Title VI Program The City’s Title VI Program was updated in February 2018. WSDOT approved the program in July 2018. Improvements were made to the City website to provide access to the program from every page and implement a complaint process Communications is currently in the process of upgrading the entire website to provide easier access for the ADA and LEP communities. The new website is scheduled to go live in 2019. 3. List any Public outreach activities during the reporting period such as, public announcements and/or communications for meetings, hearings, project notices. Refer to our online Communications section for an index of all public announcements via press releases and social media. See Appendix B for examples of public outreach and community engagement activities. All meetings are available via the City’s Meeting Information Center. This includes agendas, meetings, hearings, public notices and audio-visual recordings. Meetings are also broadcast live on Redmond City TV Comcast Channel 21 and Frontier Channel 34. Meetings are replayed on Wednesdays at 1:00AM and 3:00PM, Thursdays at 1:00AM and 7:30PM, Fridays at 1:00AM and Sundays at 9:00PM. Anyone can sign up to speak at the meeting directly to the Mayor and City Council at the beginning of each meeting. Speakers are generally limited to three minutes; however, accommodations are made for persons with disabilities or use English as a second language. Assistance for the hearing or visually impaired is available at Council and public meetings with one-week notice made by contacting the City Clerk’s office. All transportation plan and project activities are available the online Plans & Projects section, which includes project summaries, current bid advertisements and community engagement activities for all plans and projects throughout the City. See Table 2 for outreach activities for transportation-related projects. Other public outreach activities and events related to transportation options, incentives and resources are provided through the Go Redmond! How were special language needs assessed? List the special language needs assessments conducted. The City conducts a demographic review to evaluate the potential for special language needs; two languages have been identified as meeting the Safe Harbor threshold: Simplified Chinese and Spanish (Table Translation and interpreter services (Table 3) are also evaluated to determine where language assistance is needed most. Special language assessments are also conducted with each new capital improvement project using the Environmental Justice Screening and Mapping Tool. The Human Services division works with local non-profit groups to assess needs and receives guidance from the Human Services Commission on priorities b. What outreach efforts did you utilize to ensure that minority, women, low-income, and LEP population groups were provided equal opportunity to participate in those outreach activities. (Examples: provided materials in other languages, met with local social services agencies, advertised in a minority publication). City of Redmond staff are available to provide special languages services when requested with advance notice at public outreach activities and Council meetings. Additionally, the City of Redmond provides interactive visual maps online to provide point and click access to the latest projects and traffic impacts going on in the City. Social media is used to promote City events and announce upcoming community meetings and project-related activities. The City opened its new Customer Service Center in December 2017, which provides a welcoming environment for all members of our community with streamlined access to City services and information. The Human Services division has partnered with several local social services agencies to ensure that minorities, seniors, women and low-income groups are included in outreach activities. These agencies provide include outreach activities in multiple languages to meet community needs. The City’s homelessness outreach coordinator provided direct assistance to 211 people in 2018. c. List the special language services provided – note the professional language service provided including the name of the service, date provided, number of persons served, and any other relevant information. The City website is equipped with translator software to convert content into multiple language. The site is in the process of a major upgrade (with a go live date in 2019) to provide better accessibility for ADA and LEP populations. The City of Redmond has thirty-eight (38) staff members that are available to speak sixteen (16) different languages to provide services to the public. Languages provided include Cantonese, Mandarin, Shanghai, Czech, Dutch, French, German, Haitian Creole, Hindi, Italian, Kannada, Korean, Marathi, Portuguese, Romanian, Russian, Sign Language, Spanish, Telugu, and Vietnamese. The City does not maintain a formal list of the number of persons served when direct staff communication is available. In 2018, the City initiated a new service request portal called “Your Redmond”. This service provides digital translation services to request services or report issues via a website or mobile app. The City is continuing to work with the new technology to provide customer service reports that include the number of persons served that are using digital translation services. Consultant language services are used when City staff are unable to provide direct communication. Refer to Table 3 for details. Table 3. In addition to including the Title VI statement when advertising in local publications, the City of Redmond uses the Shared Procurement Portal to notify vendors of contracting opportunities. The Portal provides discounted half-price fees to certified MWBE firms. Refer below for more details. See Appendix C. d. Is there a Title VI Non-Discrimination statement included in all contracts and public notices? The City’s non-discrimination policy is included in all contracts, including federally-funded and all other contracts. All federally funded contracts administered by the City of Redmond contain additional Title VI provisions (FHWA form 1273) defining Title VI requirements included in the contract documents with a requirement that these provisions be included in all amendments, supplements and lower tier contracts entered into by the contractor. Contract documents also include GSP 01-07.11 language relating to the Requirements for Non-discrimination. The Title VI Policy is posted on the city website with reference to it on all site pages, including public notices, contracts and contract opportunities. The policy is also available in Spanish and Simplified Chinese. e. How did your organization ensure that minority, women, and disadvantaged firms were provided equal opportunity to participate in the contracting arena? All City of Redmond contracts contain non-discrimination provisions to ensure and heighten awareness that the City of Redmond will not tolerate discriminatory practices. As part of the City of Redmond’s outreach efforts to use minority and female contractors, when appropriate, proposals include a Minority and Women’s Business Enterprise (MWBE) goal. Certified MWBE firms can encompass small minority and women-owned firms. As a condition of award, the successful bidder must make good faith efforts to meet this MWBE goal. Note the following: a. How impacts were minimized/mitigated. b. Also include a statement, if applicable, on projects that specifically benefit community cohesion such as: adding sidewalks, improving access to properties that improve access for EJ populations. No negative impacts to minorities and/or low-income EJ populations were identified during this reporting period. Projects during this period that improve access for minority and low-income populations by providing sidewalks, creating and updating ADA-accessible ramps, creating non- motorized connections and access to transit include: • Regular rapid flashing beacons along Old Redmond Road at 143rd Ave NE and 146th Ave NE • ADA curb ramps and regular rapid flashing beacon at 160th Ave NE and shopping center driveways • New sidewalk along 134th Ave NE between NE 75th St and NE 80th St • Safe Routes to School sidewalk and bicycle lane completion on Red-Wood Rd at NE 109th St • NE 31st St improvements, including bicycle lanes and new curb ramps The City of Redmond has multiple budgeted programs to improve access to all populations, including: • Pedestrian Projects, Target Safety Improvements and Neighborhood Traffic Calming programs - funding transportation services for low-income, elderly and disabled populations, adding sidewalks, trails, bicycle lanes, crosswalks and pedestrian safety signals from low-income and minority communities to provide safe access to schools and social services • Transit - working with King Country Metro and Sound Transit to improve access to transit by strategically adding bus stops and services to multicultural and low- income neighborhoods • Go Redmond - providing multiple transportation options, including promoting ORCA Lift for low-income persons through incentives and events 6. One MWBE complaint was filed with the WSDOT EEO Office during the reporting period by an MWBE subcontractor against the general contractor on the Redmond Central Connector, Phase 2 contract. Per WSDOT request, the City is withholding final payment to the general contractor until the complaint is resolved. ---PAGE BREAK--- Title VI Compliance – Project Review Compliance Review As per the City of Redmond’s Title VI Program, periodic compliance reviews are conducted of City projects. Compliance reviews measure the effectiveness of our Title VI program in terms of meeting our regulatory requirements with Washington State and federal agencies. Solicitations for Sub-consultants, Including Procurement of Materials and Equipment: In all solicitations either by competitive bidding or negotiations made by the CONSULTANT for work to be performed under a sub-contract, including procurement of materials or leases of equipment, each potential sub­ consultant or supplier shall be notified by the CONSULTANT of the CONSULTANT's obligations under this AGREEMENT and the REGULATIONS relative to non-discrimination on the grounds of race, color, sex, or national origin. 4. Information and Reports: The CONSULTANT shall provide all infmmation and reports required by the REGULATIONS or directives issued pursuant thereto, and shall permit access to its books, records, accounts, other sources of infonnation, and its facilities as may be determined by the AGENCY, the STATE, or the Federal Highway Administration (FHWA) to be pertinent to ascertain compliance with such REGUL ATIONS, orders and instructions. Where any information required of a CONSULTANT is in the exclusive possession of another who fails or refuses to furnish this information, the CONSULTANT shall so certify to the AGENCY, the STATE, or the FHWA as appropriate, and shall set forth what efforts it has made to obtain the infonnation. 5. Sanctions for Non-compliance: In the event of the CONSULTANT's non-compliance with the non­ discrimination provisions of this AGREEMENT, the AGENCY shall impose such AGREEMENT sanctions as it, the STATE, or the FHWA may determine to be appropriate, including, but not limited to: • Withholding of payments to the CONSULTANT under this AGREEMENT until the CONSULTANT complies, and/or; • Cancellation, tennination, or suspension of this AGREEMENT, in whole or in part. 6. Incorporation of Provisions: The CONSULTANT shall include the provisions of paragraphs through ( 5) in every subcontract, including procurement of materials and leases of equipment, unless exempt by the REGULATIONS, or directives issued pursuant thereto. The CONSULTANT shall take such action with respect to any sub-consultant or procurement as the STATE, the AGENCY, or FHWA may direct as a means of enforcing such provisions including sanctions for non-compliance. Provided, however, that in the event a CONSULTANT becomes involved in, or is threatened with, litigation with a sub-consultant or supplier as a result of such direction, the CONSULTANT may request the AGENCY enter into such litigation to protect the interests of the STATE and/or the AGENCY and, in addition, the CONSULTANT may request the United States enter into such litigation to protect the interests of the United States. Agreement Number: Page 1 of 1 Appendix A - Compliance Review ---PAGE BREAK--- CITY OF REDMOND NOTICE TO CONSULTANTS 520 Trail Grade Separation at NE 40th Street Request for Qualifications The City of Redmond (Redmond) is soliciting interest from consulting firms with expertise in civil engineering to provide engineering design services for the 520 Trail Grade Separation at NE 40th Street Project. Background The existing 520 Trail through Redmond includes an at‐grade crossing of NE 40th Street which requires pedestrians and bicyclists to cross eight lanes of traffic. Both the Redmond Transportation Master Plan and the SR 520 Multi‐Modal Corridor Planning Study identified the need to grade separate the trail and the street to improve pedestrian and bicycle safety and comfort on this important regional trail. Washington State’s “Connecting Washington” program has funded this project and it is now ready to begin design. This project will construct an attractive, grade‐separated pedestrian and bike facility for the SR 520 Regional Shared Use Path at the west leg of the NE 40th Street and SR 520 Westbound ramp terminal intersection. Previous plans, some utilities, tentative allowed lane closure, and other related information are posted on Redmond.gov/PWBids. Key design challenges include work within SR 520 Limited Access Right of Way and private property, as well as integration with the landing of Sound Transit’s Overlake Transit Center Pedestrian Bicycle Bridge (included in the E360 Light Rail Project). Project Description This contract will include preliminary and final design, optional right‐of‐way services, and optional construction engineering services. All services are at Redmond’s discretion. Design Team Qualifications (25 Pts): Show a comprehensive organization chart (or similar explanation of team member roles and responsibilities) including a summary of each firm on the team (office locations, number of staff and area of expertise) and resumes of key team members. Team member qualifications and roles, particularly Project Manager qualifications, are important. Project Approach (25 Pts): Develop a project‐specific approach to managing and delivering this project to Redmond. Include a proposed design scope of work outline showing the major tasks correlated to a schematic design schedule. Please include the estimated consultant hours to complete the work for each major task (used to understand consultant’s project approach and level of effort through assignment of hours; hours will not be used for selection). Include the percentage of time availability of the Project Manager and the team for these projects in relation to anticipated other active projects.
