See ATTACHMENT 1 for the proposed amendment. Reasons the Proposal should be Adopted: The proposal should be adopted because: • Proposed projects contribute to a long-term multimodal transportation plan for the Southeast Redmond and Bear Creek Neighborhoods that support planned land use, relieve congestion, improve mobility and connections, and provide travel choices. REASON FOR PROPOSAL i) BACKGROUND AND PROJECT DESCRIPTION The purpose of the Greater Southeast Redmond Area Transportation Study is to complete two action items identified in the 2005 Redmond Transportation Master Plan (TMP): 1) a study of overall connection needs in the Union Hill and Novelty Hill corridors, and 2) a freight goods and activity study. This study also addresses preliminary design of NE 76th Street, required as part of the Union Hill Corporate Campus Development Agreement (Taylor/Costco). Figure 1 shows the study area. Figure 1 Study area map. ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 3 of 33 Technical Committee Report The freight mobility study, with a primary focus on Southeast Redmond, identifies issues, types, and the needs of freight and goods movement throughout the City and addresses how the current and future transportation facilities are affected. The Greater Southeast Redmond Area Transportation Study identifies and defines a set of planned improvements for the Greater Southeast Redmond area that: • Addresses safety, congestion relief, connectivity, and mobility for all travel modes; • Supports non-single occupancy vehicle (SOV) travel modes; and • Supports environmental sustainability. The NE 76th Street preliminary corridor design from Redmond Way to 192nd Avenue NE determines the ultimate street cross section, right-of-way (ROW) limits, and roadway geometry. The findings and recommendations from the freight and goods activity study were used as input into the Greater Southeast Redmond Area Transportation Study, and the findings and recommendations from the transportation study have provided a context for the preliminary design of NE 76th Street. ii) INTEGRATING PLANNED IMPROVEMENTS BY OTHER JURISDICTIONS The Greater Southeast Redmond Area Transportation Study responded to planned regional improvements by other jurisdictions. These planned improvements include: • Novelty Hill Road widening by King County; • SR 520 HOV project; and • Sound Transit East Link project. These planned improvements will add connectivity to the network or encourage and accommodate transit, carpool, and other non SOV travel modes. The Greater Southeast Redmond Area Transportation Study assumed the planned improvements identified above as given. iii) STUDY PROCESS The study started at the beginning of 2009. On December 8, 2009, the City Council indicated its support for staff to bring recommended additions to the Buildout Transportation Plan to the Planning Commission for review. Development and Implementation of Study Principles City staff and the consultant team drafted guiding principles for the study based on policies in the City’s Comprehensive Plan and Transportation Master Plan, and on unique transportation and land use characteristics of the study area. Stakeholders and the City Council refined and confirmed the principles. They are: • Provide multi-modal transportation solutions for the Southeast Redmond area; • Support the City’s adopted land use vision for the Southeast Redmond area; • Promote environmental sustainability; • Support high occupancy vehicle (HOV) solutions for regional through traffic; • Support the movement of freight, goods and services; • Connect places and people through the development of an integrated transportation grid system within the Southeast Redmond area; and • Provide connectivity with the rest of the City and with regional facilities and services. These study principles guided project selection, screening criteria, and staff’s recommendation to the Planning Commission. ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 5 of 33 Technical Committee Report b. Public Involvement To identify issues and solicit ideas and solutions, the study team conducted a series of public involvement activities throughout the study. Activities included a freight mobility survey, planning charrette, and two open houses. Participants included the general public, resident representatives, businesses, and staff from Washington State Department of Transportation (WSDOT), King County DOT, and Sound Transit. Summaries of public involvement activities can be found at http://www.redmond.gov/connectingredmond/studies/SEStudy3.asp c. Project Evaluation Staff evaluated projects using screening criteria that reflect study principles. These screening criteria include: • General traffic benefit such as volume of trips served, especially longer trips through connected facilities, or improvement to intersections; • Connectivity such as additional roadway connections to serve major activity centers or land uses or improve neighborhood circulation; • Safety such as reducing existing conflicts for vehicles or providing safer facility for non-motorized users; • Environmental sustainability such as impacts to wetlands, surface water quality, groundwater quality, air and noise, and benefits through non- motorized or transit improvements; • HOV and/or transit benefit such as increased non-single-occupancy trips; • Freight service benefit such as improving truck mobility by improving connectivity and reducing delay (for example), and improving turning movements; and • Complexity such as implementation difficulty including design complexity, right-of-way required, intergovernmental coordination, and conflicts with existing plans/policies. Also, the consultant prepared an order of magnitude capital cost to provide a rough cost range for projects. Based on 0% engineering, project costs were put into three categories: low (less than $1 million), medium million to $10 million), and high (greater than $10 million). C. PROPOSAL SUMMARY Based on evaluation results (ATTACHMENT staff is proposing to add 38 projects to the Buildout Transportation Plan (categories I and II below), and to take other action on remaining projects, as described below. I. Twenty-eight projects to add to the Buildout Transportation Plan; ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 6 of 33 Technical Committee Report II. Nine projects to add to the Buildout Transportation Plan and to be further defined in the future; III. Eighteen projects to add to a. The existing annual Bicycle program; and b. The existing annual Pedestrian Programs IV. Two projects that may have merit, but should not be added to the Buildout Transportation Plan at this time; and, V. Fifteen projects dropped from further consideration. ATTACHMENT 4 shows how projects will be implemented. Only projects in categories I and II require input from the Planning Commission. Projects in categories III through V are only included here to provide the context. II. ALTERNATIVES • Recommend approval of amendments to the Comprehensive Plan as proposed by staff and as shown in ATTACHMENT 1; • Recommend no changes to the Comprehensive Plan; or, • Recommend approval of a modified version of staff’s proposed amendments to the Comprehensive Plan. III. RECOMMENDATION Amend the Buildout Transportation Plan as described in ATTACHMENT 1. IV. SUPPORTING ANALYSIS: FACTS AND CONCLUSIONS A. EXISTING CONDITIONS The study area is comprised of a variety of land uses including light and heavy manufacturing, sand/gravel and concrete operations, commercial, residential and rural uses. The area’s transportation system comprises roadways, non-motorized and transit networks, serving local and regional needs. Significant growth is anticipated in Southeast Redmond, and in unincorporated urban areas like Redmond Ridge. As a result, a significant increase in travel demand is expected. Some major issues in the study area include traffic movements at the east end of SR 520, connectivity within the study area, non-motorized transportation, freight mobility, and access management. There are a number of major corridors within the study area, including: • SR 520 corridor; • Avondale Road NE corridor; ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 7 of 33 Technical Committee Report • Novelty Hill Road; • Union Hill Road; • SR 202 (Redmond Way/Redmond-Fall City Road); and, • East Lake Sammamish Parkway B. COMPLIANCE WITH CRITERIA FOR AMENDMENTS Redmond Comprehensive Plan Policies PI-16, LU-24 and LU-9 direct the City to take several considerations, as applicable, into account as part of decisions on proposed amendments to the Comprehensive Plan and Community Development Guide. Items 1 through 6 apply to all proposed amendments. Items 7 through 10 apply when proposed amendments concern allowed land uses or densities, such as proposed amendments to the Land Use Plan Map, land-use designations, allowed land uses, or zoning map. This proposal would not change allowed land uses or densities and so Items 7 through 10 are not included. The following is an analysis of how this proposal complies with the requirements for amendments. 1. Consistency with Growth Management Act (GMA), State of Washington Department of Commerce Procedural Criteria, VISION 2040 or its successor, and the King County Countywide Planning Policies. The proposal is consistent with RCW 36.70A.020(3), which sets a goal of encouraging efficient multi-modal transportation systems based on regional priorities and coordinated with county and local comprehensive plans. It is consistent with Vision 2040 policies MPP-T-17 to 19 addressing freight mobility, policy MPP-T-11 prioritizing investment in the urban growth area, and policy MPP-T-14 addressing multi-modal improvements. Finally, the proposal is consistent with Countywide Policies FW-18 to 20 that emphasize consistency between transportation and land use plans, multi-modal transportation systems, and freight mobility. 2. Consistency with Redmond’s Comprehensive Plan, including the following sections as applicable: a. Consistency with the goals contained in the Goals, Vision and Framework Policy Element. The proposal is consistent with the following goals: • Provide convenient, safe and environmentally friendly transportation connections within Redmond, and between Redmond and other communities for people and goods; and, • Maintain a strong and diverse economy, and to provide a business climate that retains and attracts locally owned companies as well as internationally recognized corporations. ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 8 of 33 Technical Committee Report b. Consistency with the preferred land-use pattern as described in the Land Use Element. The proposal supports the adopted land use pattern described in policy FW-10. c. Consistency with Redmond’s community character objectives as described in the Community Character/Historic Preservation Element or elsewhere in the Comprehensive Plan. The proposal is consistent with CC-23, which calls for increasing connectivity by creating safe links, and N-SEF-9, which promotes alternatives to single- occupancy-vehicle travel. d. Compliance with other Redmond Comprehensive Plan policies The proposal is consistent with the following policies: FW-31: Develop strong local transportation connections that are multi-modal, well-designed, and appropriately located for the movement of people, goods, and freight among Redmond’s Downtown, residences, shopping, employment, government, parks, and schools. FW-32: Promote mobility choices by developing a range of practical transportation alternatives. Increase transportation investments that enhance the attractiveness of walking, bicycling, local and regional transit routes, and ridesharing to promote the quality of life and health of Redmond’s citizens and the environment. Address travel demand through mobility choices, as well as through projects and programs that increase street safety and operating efficiency. 3. Potential general impacts to the natural environment, such as impacts to critical areas and other natural resources. The study area is largely within critical aquifer recharge areas, and also contains state shoreline jurisdictions in Bear and Evans Creeks. The most significant impacts to these areas have been avoided by recommending against projects that cross large areas of undeveloped and sensitive land. The main environmental impact is likely to be the quantity of water recharged into the aquifer. Roads are pollution generating surfaces. Stormwater that runs-off roads cannot now be discharged into the aquifer. On the other hand, improvements to existing roadways would likely trigger improvements to the stormwater system, resulting in fewer pollutants entering the aquifer. The proposal would also improve options for non-single-occupant vehicles, which may result in a higher percentage of trips using non-single-occupant vehicles, and thus reduce air pollution and energy consumption. ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 9 of 33 Technical Committee Report 4. Potential general impacts to the capacity of public facilities and services. For land-use related amendments, whether public facilities and services can be provided cost-effectively and adequately at the proposed density/intensity. The proposal would result in a public facility (transportation system) that supports the adopted land use plan. 5. Potential general economic impacts, such as impacts for business, residents, property owners, or City Government. The proposal supports the adopted land use plan, and in particular focuses on the needs of businesses to move goods and services. The Buildout Transportation Plan is the City’s ultimate transportation plan. It includes all potential projects that the City might implement. Projects in the Buildout Transportation Plan are not funding constrained. In order to commit a project for implementation, the City needs to go through further planning process and add the project to the Transportation Facility Plan (TFP), which is funding constrained. 6. For issues that have been considered within the last four annual updates, whether there has been a change in circumstances that makes the proposed amendment appropriate or whether the amendment is needed to remedy a mistake. This issue has not been considered in the last four years. V. AUTHORITY AND ENVIRONMENTAL, PUBLIC AND AGENCY REVIEW A. Process to Amend the Redmond Comprehensive Plan and Redmond Community Development Guide The Redmond Planning Commission and the Redmond City Council have subject matter jurisdiction to hear and decide whether to adopt the proposed Development Guide Amendment. RCDG Sections 20F.30.15 and 20F.30.55 require that amendments to the text of the RCDG be reviewed under the Type VI process. Under this process, the Planning Commission conducts a study session(s) and an open record hearing(s) on the proposed amendment, subsequently making a recommendation to the City Council. The City Council is the decision-making body for this process. B. Washington State Environmental Policy Act (SEPA) A Determination of Non-Significance and SEPA Checklist were issued for this non-project action on March 4, 2010. ---PAGE BREAK--- Greater Southeast Redmond Area Transportation Study, L100033 Page 10 of 33 Technical Committee Report C. 60-Day State Agency Review State agencies were sent 60-day notice of this proposed amendment on March 4, 2010. D. Public Involvement See description on public involvement activities starting at page 5. The public has opportunities to comment on the proposed amendment through the Planning Commission review process and the Commission’s public hearing. Comments may also be made directly to the City Council. E. Appeals RCDG 20F.30.55 identifies Development Guide Amendments as a Type VI permit. Final action is held by the City Council. The action of the City Council on a Type VI proposal may be appealed by filing a petition with the Growth Management Hearing Board pursuant to the board’s requirements. VII.
