April 15 2017 Director of Planning City of Redmond 15670 NE 85th Street Redmond, WA 98052 SUBJECT: LAND-­‐2013-­‐00171, Anjuman-­‐E-­‐Burhani Masjid Comments Dear Mr. Olde, As part of the residents of Overlake neighborhood effort to provide the City of Redmond with documented concerns regarding pending land use application LAND-­‐2013-­‐00171, please find attached to this document the following: 1. Letter from our attorney regarding setbacks application in the project documentation from March 23, 2017 2. Letter from our transportation consultant regarding certain deficiencies in project traffic impact analysis study, revision from April 7, 2017 3. Letter from our attorney regarding parking definitions as applicable to religious uses from March 23, 2017 Earlier, in March of 2014, the City of Redmond has received a professional review of the applicant’s traffic document from TENW (commissioned by Microsoft). To the best of our knowledge there was no documented record of the city staff reviewing this document. Together with the fact that the city’s engineer on the project then, Kurt Seeman, is no longer employed by the City of Redmond, one would expect this document also be important in city’s consideration of the project. All opinions of the certified experts should be allowed similar weight by the city, yet so far the city has sided with the applicant’s engineer. We expect that the city performs its duty and performs objective review of the documents supplied by the applicant, TENW and WPA. At that point in the process, it may be advisable to hire an independent engineer to make sure the conclusions of the review and the decisions derived by the City of Redmond are without bias (real or perceived).
