MEMORANDUM TO: DESIGN REVIEW BOARD FROM: LAWRENCE CHUNG, ASSISTANT PLANNER SUBJECT: LAND-2019-00096; GILL INVESTMENT DATE: FEBRUARY 7, 2019 REQUEST: APPROVAL OF MODIFICATIONS TO BUILDING ELEVATIONS AND COLOR SCHEME. I. PROJECT LOCATION This Project is located at 9110 Redmond Woodinville Road. This project seeks approval to make modifications to the exterior of the apartment complex formally known as B&B Apartments. ---PAGE BREAK--- II. PROJECT DESCRIPTION The site is located at 9110 Redmond Woodinville Road and is within the Education Hill neighborhood. The B&B Apartments is made up of 1 building that has multiple units. The applicant is proposing to remodel and update the B&B Apartments. The proposed changes include replacement of exterior cladding and trim, all windows and doors, stair handrails, balcony privacy partitions and guards, exterior painting, and installation of patio amenity area with stairs. No changes are proposed to the existing roof, building square footage, on-site circulation or landscaping. III. DESIGN REVIEW STAFF ANALYSIS The plan calls for the building to change from a wood lap siding to 6" wide fiber-cement lap siding Hardie Plank, 3" wide trim Hardie Trim for all windows and doors, and updated handrails. The plan also calls for a new color scheme. The color scheme is comprised of “Gray Matters SW7066” for the Hardie Plank, “Caviar SW6690” for the Hardie Trim, and “Burgundy SW6300” for all entry doors. In reviewing the design standards, the plans will be compliant with: 21.60.040.B.2.b.iv.D. – Building Scale. D. Materials. When there is a change in the building plane, a change in the building materials, colors, or patterns is appropriate. High-quality and natural materials and methods should be used to accent visible building features wood, stone, brick, etc.). Building design should incorporate and display the natural grain or texture of materials. Wood-textured, cementitious fiber board is also a preferred alternative to wood products for commercial buildings. v. Colors used on building exteriors should integrate a building’s various design elements or features. vi. Accent colors should use color combinations that complement each other. vii. Softer, muted or earth-toned colors are preferred; however, brighter colors may be approved when contextually appropriate. viii. Use accent colors in a way to enhance or highlight building design, and not in a manner that creates clutter or otherwise detracts from building design. ix. Use color and texture of building materials to provide a transition from natural features such as vegetation and streams to the built environment. ---PAGE BREAK--- The existing façade of the buildings is a sandy white, and framed by a sky-blue hue trim. The new proposed gray tone color scheme with the proposed trim in an accent color to help break up the facade would be in keeping with the code. The applicant will provide color samples and a material board at the meeting. Staff is eager to hear the applicant’s presentation and the Board’s comments. IV. STAFF RECOMMENDATIONS The City of Redmond Planning staff recommends approval of the colors and elevations with the following conditions: 1. Approval of the new color schemes comprising of “Gray Matters SW7066” for the Hardie Plank, “Caviar SW6690” for the Hardie Trim, and “Burgundy SW6300” for all entry doors. 2. Presentation Materials Inconsistencies. a. Where inconsistencies between the floor plans and elevations are found after the Design Review Board has approved this project, the elevations approved by the Design Review Board at this meeting will prevail. b. If, after this Design Review Board approval, there are any inconsistencies found in the information provided for the elevations, floor plans, landscape plans, lighting plans, materials and color between the presentation boards and the 11 x 17” submitted drawings, the Design Review Board and Redmond Planning Staff will review and determine which design version will be followed for Site Plan Entitlement and Building Permits.
