Transportation Management Plan (TMP) Anjuman E Burhani Seattle Masjid 15252 NE 51st St. Redmond, WA 98052 Introduction Background: The Anjuman-E-Burhani (AEB) Community is part of the greater, world-wide Islamic community and therefore has much in common with all Muslims in general. However, we are a small sub- section of Islam called Dawoodi Bohras and in some ways are distinct in how we manage our daily lives. There are only about one million Dawoodi Bohras all over the world. We have a very strong central parent organization and are directed to be locally integrated and patriotic wherever we live and to always go above and beyond in complying with the laws of the jurisdiction in which we live. In the US, we have large communities in cities like Houston, Los Angeles, Boston, New Jersey and Chicago. Even in the larger cities, such as Houston where the community is a couple thousand strong, however, we normally do not have more than 20 - 30 people who attend regularly scheduled Friday prayers. There are only about 70 families that reside in the Pacific NW, the majority of whom are concentrated on the East side of Lake Washington. In comparison to other centers, the Redmond community is quite small and as we are a slowly growing branch of Islam, we expect it to remain so for the near future. Integrated as Dawoodi Bohras are in our individual communities, our practice of Islam encourages, but does not require, attendance at our community mosque for adherence to prayer schedules. As depicted in the book Mullahs on the Mainframe, by Jonah Blank (2001), we are a uniquely modern expression of Islam, highly cognizant of our individual community member’s responsibilities toward familial, societal, and economic time commitments in this fast paced technological age we live in. A telling interview (http://www.press.uchicago.edu/Misc/Chicago/056767in.html) with the author Jonah Blank begins, “The Daudi (Dawoodi) Bohras are a unique denomination of Indian MuslimsMany Bohras live in the city of Mumbai (formerly called Bombay) and in their ancestral state of Gujarat, but there are over 470 major communities spread across forty nations. Traditionally they have been shopkeepers, but today many Bohras are entering high- tech professions: more and more are becoming surgeons, mechanical engineers, and software designers.” Local Masjid Management and Activities: The Pastor for the local community and his family will be living in an apartment in the facility on the top floor. Consequently, the Masjid complex will be occupied and monitored 24 hours a day. The Pastor, of course, will be holding normal office hours when he is available to the community, but currently and for the foreseeable future the facility will be staffed only with volunteers and the Pastor’s family. ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 2/7 Religious Services: Daily Prayer events include morning, afternoon, and evening prayers linked to sunrise, noon and sunset and so the hours for these will vary seasonally. Usually attendance is representatively low as these are the times that families and individuals are also quite busy organizing departures and arrivals from their home or busy at work and number between 5 – 10 people. Weekly Events include Friday afternoon prayers between 1:00 pm – 2:00 pm with attendance during this off-traffic period on NE 51st Street of between 10 – 20 people. During a Saturday School period between 9:00 am – 2:00 pm, attendance is expected to be between 40 – 60 people, most of these being children. The exceptions to the normal low daily and weekly attendance levels at the Masjid are the Special Events of which there are three: 1. A twice per month Community Meeting at which as many as 50 – 100 attending members are projected (i.e. the current estimate and the possible future total at the Masjid) for 2 – 3 hours usually held after 6:00 pm. 2. The 30 days of the Month of Ramadan which in 2014, for example, falls between June 28th and July 17th when attendance is expected to be between 75 – 150 community members in the Masjid during the hours of 8:00 – 10:00 pm. The Masjid’s projected capacity of 147 worshipers easily handles these numbers with our own CTC managed on-site parking for 36 (or as many as 67 with valet parking). Notably, the hours for this activity fall outside the usual commuter traffic volumes on NE 51st Street. 3. A scheduled Special Congregation held on a single day of the year. In 2014 this event will fall on Sunday, November 2. That day between 150 – 200 attendees are expected to be onsite for the entire time between 10:00 am and 6:00 pm. Next year it will be a weekend, non-workday event, but in other years when the Special Congregation falls on a normal workday, we would expect a slight reduction in attendance, shortened periods of attendance, and an increase of access and egress trips. However, with CTC managed, valet-directed parking on-site plus an additional 30 parking slots off-site with shuttle transport during the time period of the Special Congregation, the facility would have 97 parking spaces available. In addition, since the access/egress at the single entry point to the property will be right-in and right-out only and will have a flagger in attendance, impact to the day-traffic on NE51st Street should be minimal. Since 1998 the AEB Community has leased a warehouse space in a Kirkland office park as a Prayer Center. The AEB Community has never had any issues related to parking for our past Special Events that have not been anticipated ahead of time and pro-actively resolved. For reference the accompanying chart (AEB Community: Kirkland Prayer Center attachment) showing the actual number of cars parked at either Weekly Events or Special Events (note that the chart does not include Daily Prayers whose parking requirements fall below the minimum threshold of the chart) held at the current AEB Community Prayer Center over the past year (November 13, 2012 to October 22, 2013) as correlated to the date of the event. ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 3/7 Two recorded peaks in parking demand are evident in the graph. They are both groupings of parking demand that would be above the indicated line showing 36 available self-park spaces provided in the current parking layout for the new facility, but are much lower than the amount of onsite spaces (65 in total, also marked on the graph) that would be available under the CTC managed parking arrangement suggested in this TMP. The first high parking-demand grouping which peaked at 50 vehicles on 11/22/12 was one of the Special Events (the start of the Muslim New Year) mentioned above. The second on 8/6/13 was the last day of Ramadan, the 2nd Special Event mentioned. Referencing the attached Rental Agreement with the VFW Hall for an additional 30 parking spaces, the two dates noted are this year’s onset of the Muslim New Year and the last day of Ramadan. In both these cases access/egress times are generally outside of the normal commuter traffic times on NE 51st Street. In any case, AEB’s CTC would also either contract with the local police or provide a properly trained flagger for additional support in appropriate traffic management. The past record of the AEB Community clearly indicates that their estimates of parking demand are based upon a managed current system, the expected growth of the AEB Community, and a parking-demand surge capacity, both on-site and off with shuttle support. As the AEB Community looks at making Redmond the focus of its lives in the Pacific NW, we will carry forward the same diligence in making sure that parking never becomes an issue for our neighbors or for the City of Redmond. Purpose of the TMP We are proposing the following as part of our overall TMP to mitigate overflow parking and to accommodate attendees on special occasions when the number of attendee vehicles might outnumber the available on-site parking spaces. AEB Seattle Masjid Project Description The proposed project for the AEB Seattle Masjid is the construction of a 2-story + basement, Masjid (mosque) on property purchased in 2010 which formerly contained a dilapidated residence and a junk yard for damaged vehicles and surplused parts. The Masjid is designed for a projected congregation size of a maximum of 147 persons during normal services as calculated upon the sect’s prayer rug size (a sect dictated standard of 2’-8” x and the requirement of one prayer rug per worshiper. A layout with minimum access aisles is shown on the Floor Plans, Sheets A2.02 & A2.03, included in this package. As shown above as well as in the enclosed Overflow Parking drawing, a total of 36 self-park stalls will be provided, including 3 tandem (i.e. double-length parallel parking stalls) servicing the requirements of the congregation for all of the AEB Community’s Daily and Weekly Events (ranging from 5 - 60 attendees normally). Special Event activities will generate a maximum parking requirement when the Masjid is at capacity and beyond, occupying the full 65 on-site parking “stalls” (36 self-park + 29 max density valet parking) plus 30 additional, contracted off-site parking stalls with shuttle transport. See the following Overflow Parking Mitigation section for details. On-site parking will be ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 4/7 accessed off of NE 51st Street via a single access/egress driveway serving the site exclusively which is limited to right-turn in and right-turn out by traffic channelization in NE 51st Street. TMP Goal The goal of the TMP is to mitigate the potential impact of the activities of the AEB Seattle Masjid on the existing traffic conditions in the neighborhood by decreasing single occupancy vehicle (SOV) trips, reduce parking demand during the Masjid’s peak hours of operation while subsequently reducing potential traffic on NE 51st Street, and to mitigate potential spillover parking into adjacent residential side streets. As shown on the enclosed Overflow Parking, A2.04 drawing, the Masjid’s on-site parking is more than adequate to accommodate the facility’s daily and weekly activities as the typical number of attendees will usually range between 5 and 60 people. Per the Redmond Zoning Code (Section 21.12.040B- Religious Institutions), the parking requirement is 1 stall per 5 “seats” (“seat” = prayer rug). The code requires 30 parking spaces if the full seating capacity of the Prayer Areas of 147 “seats” is fulfilled. Our enclosed Site Plan, A1.01 currently shows 36 on-site parking stalls. Overflow Parking Mitigation We are proposing the following as part of a Transportation Management Plan (TMP) to mitigate for the possibility of overflow parking and to accommodate attendees on special occasions where the number of attendee vehicles might outnumber the available (by valet parking) 67 on- site parking spaces: 1. AEB Community Transportation Coordinator (CTC) The AEB Community will appoint a CTC to manage the TMP and interface with the Redmond AHJ including as necessary the police and traffic engineering. The CTC is responsible for accomplishing program goals and administering and monitoring the TMP. The CTC will be available to assist AEB Community members to promote the TMP and report to the leadership compliance with the TMP. The CTC’s duties will include: a. Maintain a bulletin board with rideshare information, including AEB Community members interested in ridesharing. Distribute information to members informing them of the rideshare option at periodic intervals at least twice yearly. Provide support in matching AEB Community members geographically when and wherever possible. b. Promote nearby public transit routes by providing Metro bus schedules in the Mawaid (community hall) lobby. There is Metro bus service along NE 51st Street on the south and in the near future Light Rail will have a transit stop adjacent to the west property line of the Masjid complex. Additionally, there is a Park N Ride located west of the property within walking distance across Hwy 520. c. The CTC will assign at least one flagger on duty before and after regular service to facilitate safe and traffic conscious pedestrian and vehicular movement onto and off of NE 51st Street and the adjacent sidewalk along its north side. The ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 5/7 flagger will ensure that the drivers and pedestrians conform to the right-in and right-out limitation of the access/egress limitations of the site. d. The CTC will also, in consultation with the Redmond AHJ, traffic engineering, and police, provide ongoing evaluation of pedestrian and vehicular traffic and parking conditions and make recommendations to the AEB Community leadership to implement additional mitigation measures as necessary to achieve TMP goals. 2. Single Service As described on the Three Year Projection in the accompanying exhibits, the AEB Community is perhaps most distinctive among local religious facilities for its single- service per day worship schedule. Specific prayers are bound to the clock and to the season and so occur only once with the attendance numbers per event not being duplicated on a single day. This greatly simplifies the access/egress and parking concerns. Where specific days may have several prayer meetings (Morning, Afternoon, and Evening, for example in normal service times) the attendees are the essentially the same individuals who arrive for, pray, and leave after each session during the day. This also means that the AEB Community does not have multiple groups of worshipers leaving and arriving around the same time on any given day, congesting the common access drive, and/or vying with one another for parking stalls. The only exception to this would be on Special Events days when the majority of the AEB Community will arrive at the announced time and a few latecomers may slowly appear, bringing the total attendance to the projected level. Please refer to the enclosed Activities for Anjuman E Burhani Seattle – Three Year Projections, as well as, Item 1 regarding the CTC’s duties. 3. Valet Parking during Special Events During Special Events the AEB Community CTC manager will provide staffed valet parking in addition to a traffic flagger per the attached Overflow Parking, A2.04. This higher-density, internally managed parking plan provides for an additional 29 vehicles, bringing the total of on-site parking available to 65 while preserving access for emergency vehicles. At the normal design capacity of the Masjid (147 worshipers, see Floor Plans, A2.02, A2.03), 30 parking stalls are required. Finally, on the two holidays per year and special scheduled events when the maximum capacity could be reached or exceeded, the following CTC managed procedures are in place: ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 6/7 4. Offsite Parking for Special Events with Shuttle Services The Special Congregation event which could possibly exceed the availability of parking stalls on-site (including the number supported by valet parking) is a yearly event and is identified by day and date through 2015 on the Three Year Projection. The number of participants at the Special Congregation event could approach the 249 worshiper limit of the current zoning. In order to provide for this eventuality and any overflow issues, the AEB Community has formalized an agreement with the Veterans of Foreign War (VFW) Post 2995, located at 4330 148th Av. NE, (see enclosed A2.04) in order to rent 30 additional spaces on the VFW parking lot located within 1 mile of the AEB Seattle Masjid. These spaces will be reserved by the CTC for the Special Congregation event and for any other scheduled event at which overflow could be an issue. Those parking at the VFW lot would be shuttled to and from the Masjid by designated AEB Community drivers. This brings the total of available parking for the AEB Seattle Masjid to as many as 95 when required, which exceeds the expected demand. Refer to Special Events in the Traffic Report or chart at the end of this section. The VFW rental agreement is also found at the end of this section. Please note that events which expect attendance of any size at the Masjid are all carefully scheduled. In the unlikely case that the VFW and Masjid have conflicting schedules, the Masjid’s CTC will make other contractual parking arrangements with property owners having available parking spaces, report the change in arrangements to the City of Redmond Technical Committee and the Redmond police, and provide shuttle service to and from the new off-site parking location for the event in question. 5. Traffic Monitoring The CTC shall monitor pedestrian, vehicular and parking conditions on a regular basis and adjust the TMP to further mitigate impacts to the neighbors and city street system. If and when the Masjid traffic causes undue congestion or excessive on-street parking problems on the surrounding streets, the TMP will be modified and the Masjid will take all appropriate actions to meet the City of Redmond’s conditions. 6. Program Review A detailed report on the TMP activities, survey results and progress toward meeting the TMP goals will be prepared and submitted to the City of Redmond Technical Committee annually by July 30th of each year. Upon meeting and maintaining the goal, report submittals (including survey information) may be submitted biennially. 7. Contingency Measures In the event the stated goal of reduced spillover parking impacts is not achieved by the second year after substantial occupancy, the AEB Community will institute one or more of the following measures: ---PAGE BREAK--- Transportation Management Plan AEB Seattle Masjid January 2, 2014 Page 7/7 a. Negotiate additional off-site parking agreements with neighboring property owners. Increase current VFW Hall parking stall rental arrangements to offset requirement for additional parking. b. In anticipation of periods of high traffic on and off site, contract with off-duty police officers to manage traffic. c. A transit program will be created that will both encourage and facilitate the use of public transit by community members and increase vanpool services between AEB Seattle Masjid and Redmond Transit Center. d. Implement a more coordinated carpool program. 8. Further Contingency Measures In the event that the stated goal is not achieved by the second year after implementation of contingency measures, AEB Community agrees to update the TMP with additional contingency measures as approved by the City of Redmond Technical Committee. TMP Recording This TMP shall be recorded with the City of Redmond to ensure its implementation. This TMP shall be a binding agreement between the City of Redmond and the AEB community.
