This report documents the health of 14 onsite trees (as well as 6 offsite trees). You provided me a tree survey prepared by Core Design. I visited the site 2/17/2017 and inspected the trees. SUMMARY: Total Unhealthy Healthy Significant Trees on Site 10 0 10 Landmark Trees on Site 4 0 4 Total Trees 14 0 14 The site comprises two side-by-side parcels: [PHONE REDACTED] and [PHONE REDACTED], with a combined area of approximately 38,880 SF. [This is an amended version of my June 12, 2017 report correcting numerical errors in the Compliance Chart on page 3, and now includes text from my 10/21/17 Addendum regarding the stability of Trees 8334 and 8333, pasted below as the final section of the report body.] ---PAGE BREAK--- Todd Levitt, CR Homebuilders, LLC RE: Holmgren Second Amended Tree Health Report, 16130 NE 51st Street, Redmond WA May 2, 2018 Page 2 of 9 Greenforest Registered Consulting Arborist TREE INSPECTION METHOD I performed a Level 1 tree risk assessment.1 This is the standard assessment for populations of trees near specified targets, conducted in order to identify obvious defects or specified conditions such as a pre-development inventory. A limited visual assessment like this typically focuses on identifying trees with imminent and/or probable likelihood of failure. This report establishes tree health based on existing conditions and tree structure, and specifies which trees are most suitable for preservation.2 I recorded tree species and size (DBH). I measured the dripline of each tree. I rated the condition of each tree, both health and structure. ‘Healthy trees’ appear normal and vital, are without obvious defects, or have minor defects that, if retained within a grove or stand of trees, will not affect their usefulness as a landscape amenity once development is complete. The subject trees were tagged and numbered with a 1” x 3” aluminum tag prior to my inspection. The attached tree inventory contains the following information on each tree. Proposed Action indicates if the tree is to be retained impacted or removed. Tree number as indicated on tag in field and shown on the attached site plan. Tree Category indicates if tree is Significant or greater DBH) or Landmark (greater than 30” DBH). DBH Stem (trunk) diameter in inches 4.5 feet from grade. Tree Species Common name. Dripline Average branch extension in feet as radius from the trunk. Health and Structure rating indicates no visible health-related problems or structural defects, indicates minor visible problems or defects that may require attention if the tree is retained, and indicates significant visible problems or defects: the tree is considered unhealthy and removal is recommended. Comments on Health Obvious structural defects or diseases visible at time of inspection. An unhealthy tree has significant visible problems or defects and tree removal is recommended. This project proposes the removal of 4 landmark trees and 5 significant trees. There are no impacted trees on this project. LIMITATIONS AND USE OF THIS REPORT This tree report establishes, via the most practical means available, the existing conditions of the trees on the subject property. Ratings for health and structure, as well as any recommendations are valid only through the development and construction process. This report is based solely on what is readily visible and observable, without any invasive means. There are several conditions that can affect a trees condition that may be pre-existing and unable to be ascertained with a visual-only analysis. No attempt was made to determine the presence of hidden or concealed conditions which may contribute to the risk or failure potential of trees on the site. Additionally, construction and post-construction circumstances can cause a relatively rapid deterioration of a tree’s condition. STABILITY OF TREES 8334 & 8333 The 4th Request for Additional Information dated 4.3.18 item I.B.2.d seeks a guarantee regarding Tree 8334 and 8333. Please know that trees are biological organisms, and there is no guarantee for their stability. Based on my observations, tree attributes and proposed clearing and use of the site, these trees pose low risk, which is the lowest possible risk rating. Below is the text from my initial 10/21/17 Addendum. This is Addendum to my October 21, 2017 Amended Tree Health Report and confirms the windfirmness of two retained trees, specifically addressing this comment from a City planner: “ Since Tree 8335 is not going to remain, confirmation from the arborist within the report will need to be provided that Tree 8334 and 8333 will be stable with the removal of Tree 8335.” I revisited the site today and measured the height of both trees, and I calculated the Height/Diameter ratio (H/D) and Live Crown Ratio (LCR). Height/Diameter: the ratio of tree height to stem (trunk) diameter3, or DBH. Also referred to as slenderness. Stand-alone trees with an H/D ratio of 50 and greater are at increased risk of failure. Live crown ratio: the ratio of the tree height to the portion of the tree with foliage- bearing branches. 4 Stand-alone trees with a LCR of 30 and lower are at increased risk of failure. The H/D for tree 8333 is below the threshold of 50 regarding trunk taper, and tree 8334 is at the threshold, at a H/D of 51. These thresholds are for stand-alone trees. Although site clearing will removed two adjacent trees, 8335 (to the east) and 8331 (to the south), tree 8332 (an offsite tree immediately west) as well as several other offsite trees to the west and SW will remain standing, all as part of a contiguous canopy, never causing these two trees in question to stand alone. It is my opinion that both trees 8333 and 8334 have the structural attributes to remain windfirm upon the removal of tree 8335. Attachments: 1. Assumptions & Limiting Conditions 2. My observations and conclusions are as of that date. 2) Care has been taken to obtain all information from reliable sources. All data has been verified insofar as possible; however, the consultant/arborist can neither guarantee nor be responsible for the accuracy of information provided by others. 3) Unless stated other wise: 1) information contained in this report covers only those trees that were examined and reflects the condition of those trees at the time of inspection; and 2) the inspection is limited to visual examination of the subject trees without dissection, excavation, probing, or coring. There is no warranty or guarantee, expressed or implied that problems or deficiencies of the subject tree may not arise in the future. 4) The consultant/appraiser shall not be required to give testimony or to attend court by reason of this report unless subsequent contractual arrangements are made. 5) Loss or alteration of any part of this report invalidates the entire report. 6) This report and any values/opinions expressed herein represent the opinion of the consultant/appraiser, and the consultant’s/appraiser’s fee is in no way contingent upon the reporting of a specified value, a stipulated result, the occurrence of a subsequent event, nor upon any finding to be reported. 7) Construction activities can impact trees in unpredictable ways.
