1 From: Sarah Vanags <[EMAIL REDACTED]> Sent: Wednesday, November 02, 2016 3:18 PM To: Martin, Larry Subject: Park Impact Fee Credit Request: City Response Dear Mr. Martin, The City has reviewed your request that the 44 acres set aside as open space by the Redmond Town Center Master Plan in 1995 be evaluated for consideration of Park Impact Fee Credits. Upon reviewing the available files and documentation on the Redmond Town Center Master Plan and the 2012 dedication of the 14.65 acres of open space to the City, staff has been unable to find any documentation or agreement that the open space was provided in-lieu of impact fees or in exchange for future impact fee credits. At the time of the Master Plan’s approval, the City of Redmond did not have impact fees for parks. Additionally, while Redmond Town Center did dedicate 14.65 acres open space to the City in 2012 on the agreement that the City would takeover complete maintenance and responsibility, funds generated from the Park Impact fees would not have been scheduled, prioritized or used otherwise to purchase the open space had it not been dedicated and turned over to the City. For these reason, impact fee credits would not apply for the open space set aside by the Master Plan or dedicated over to the City. If you have documentation that shares additional information or decisions on impact fee credits related to the open space at time of master plan entitlement or dedication of the open space to the City, please submit them to City staff for review.
