MEMORANDUM To: Planning Commission From: Cathy Beam, AICP, Principal Planner, [PHONE REDACTED], [EMAIL REDACTED] Date: February 13, 2019 Subject: Shoreline Master Program Periodic Update, LAND-2018-01272 Purpose On February 13, the Planning Commission will conclude its review of the Shoreline Master Program Periodic Update. The Public Hearing held on January 23, 2019, has been extended to this meeting to provide additional opportunity for written comments only. The Update consists of proposed amendments to the Redmond Zoning Code (RZC) Chapters 21.68, Shoreline Master Program, Chapter 21.64, Critical Areas Regulations, and Chapter 21.78, Definitions consistent with requirements set forth in the Shoreline Management Act (SMA), RCW 58.080(4). Background Staff introduced the Shoreline Master Program Periodic Update to the Planning Commission at the January 9, 2019, meeting. The Commission held the public hearing on January 23, 2019. A few questions were asked by the Commission and answered by staff. Staff noted there are no substantive changes being proposed outside the scope of those required by the Department of Ecology rule changes other than ensuring consistency with the recently adopted Wireless and Wellhead Zoning Code Amendments. Staff also discussed public engagement to date and confirmed Redmond will meet all Ecology requirements. Lastly, staff clarified the ordinary high water mark relief process. Mr. Leonard Fuller spoke during the public hearing. His comments were specific to the Microsoft Refresh project, stating that with all the new jobs created, some employees would likely travel West Lake Sammamish Parkway. Mr. Fuller was concerned regarding the potential for additional pollution from cars reaching Lake Sammamish. Staff offered to reach out to the City’s Microsoft team for a response to Mr. Fuller. The response is attached to this memo and will be included as an exhibit to the Planning Commission’s recommendation to the City Council. ---PAGE BREAK--- Preparation for February 13th Public Hearing and Study Session Commissioners are requested to finalize their review of the proposed amendments to the Redmond Zoning Code associated with the Shoreline Master Program Update and accompanying documents previously delivered to the Commission. Review Schedule The Planning Commission is scheduled to complete review of this item at this meeting, followed by a recommendation to the City Council.
