City of Redmond Comprehensive Emergency Management Plan 1 ESF 11, Agriculture and Natural Resources EMERGENCY SUPPORT FUNCTION – 11 Agriculture and Natural Resources PRIMARY AGENCIES: Parks and Recreation Public Works- Natural Resources SUPPORT AGENCIES: Humane Society Washington State Animal Response Team Animal and Plant Health Inspection Services (APHIS) I. INTRODUCTION A. PURPOSE This ESF ensures that animal, veterinary, and wildlife issues in an incident are supported. Response actions for the rehabilitation, recovery, and restoration of natural resources are supported by this ESF. B. SCOPE 1. ESF-11 includes two primary functions: a. Protection of natural resources 1. Includes appropriate response actions to: conserve, rehabilitate, recover, and restore natural resources. b. Animal welfare and sheltering, animal and plant disease, and pest response 1. Includes implementing an integrated local, State, federal and tribal response to an outbreak of a highly contagious or economically devastating animal/zoonotic disease, an outbreak of a highly infective exotic plant disease, or an economically devastating plant pest an incident are supported. ---PAGE BREAK--- City of Redmond Comprehensive Emergency Management Plan 2 ESF 11, Agriculture and Natural Resources II. POLICIES a. Coordinate with the State Veterinarian and APHIS’ Area Veterinarian-in-Charge who serves as the focal point for coordinating the disease management decision making process for the federal government “Animal and Plant Health Inspection Service” (APHIS). b. Coordinate with federal, State, county, local jurisdictions, and tribal agencies for the protection of natural and cultural resources and historic properties (NCH) resources prior to, during, and/or after an incident. III. SITUATION A. INCIDENT CONDITIONS AND HAZARDS 1. See the City of Redmond’s Hazards Identification and Vulnerability Analysis (HIVA) and Hazard Mitigation Plan (HMP) for a description of potential emergency conditions and vulnerable populations. 2. A highly contagious outbreak or economically devastating zoonotic (animal) disease, or devastating plant pest infestation may occur at either the national or local levels. 3. A large-scale incident may negatively affect the natural and cultural resources of the City. 4. A large-scale incident may disrupt normal procedures for caring for animals resulting in significant livestock fatalities, significant increases in stray animals, and the release of animals that are typically contained by fences or other structures. B. PLANNING ASSUMPTIONS 1. No guarantee of a perfect response system is expressed or implied by this ESF. The City of Redmond will make every reasonable effort to respond based on the situation, information, and resources available at the time of the incident. 2. Available resources may become limited due to high demand in a large-scale incident. 3. All departments are required to support this ESF as necessary. 4. The following conditions may exist within the incident area: a. There may be a significant disruption of energy sources. Energy sources that are available should be used as fuel for generators and propane tanks. b. Land delivery to affected areas may be temporarily cut off. 5. A contagious animal disease and/or plant pest infestation requires animal control and the disposition of dead animals, and/or a pest control function that includes the safe disposition of infected plants. ---PAGE BREAK--- City of Redmond Comprehensive Emergency Management Plan 3 ESF 11, Agriculture and Natural Resources 6. The incident may cause the City to coordinate with the Washington State or King County departments of natural resources for guidance and help in the response and recovery phases. 7. Affected citizens that own large and/or small animals may require additional assistance in the care of their animals. IV. CONCEPT OF OPERATIONS A. GENERAL 1. Existing department procedures for distributing food and water and providing transportation of these commodities will be followed. 2. Emergency coordinators will be provided to assist internal and external agencies. B. PROCEDURES 1. For animal and plant disease and pest response, the Parks and Recreation Department assumes primary responsibility, and coordinates with county and State agencies. 2. For an incident involving NCH resources protection, the Parks and Recreation Department assumes primary responsibility. 3. This ESF will coordinate through the ECC with State, county, local, and tribal responders to an outbreak of a highly contagious or economically devastating animal/zoonotic transmitted between animals and people) disease, an outbreak of a highly infective exotic plant disease, or an economically devastating plant or animal pest infestation to form an integrated response. 4. Actively mitigate against and respond to incidents involving the Natural, Cultural, and Historic (NCH) resources within the City. The City ECC will coordinate with county and State agencies. C. PREVENTION AND MITIGATION ACTIVITIES All primary agencies are responsible for reviewing the City’s Hazard Mitigation Plan (HMP) as a department and discussing implementation strategies. 1. Parks and Recreation a. Animal & Plant Disease & Pest Response 1. Determine which animal health care and response personnel are qualified to enter an area during an event. 2. Natural, Cultural, and Historic Resources (NCH) a. Coordinate NCH resources identification and vulnerability assessments. D. PREPAREDNESS ACTIVITIES 1. Parks and Recreation a. Animal care, animal and plant disease, and pest response 1. Shelter locations will be designated for large-animals. Pet sheltering is discussed in ESF 6 Mass Care. 2. Diseased animal care preparedness efforts should be coordinated with King County Public Health. There may be a need to dispose of contaminated carcasses and other materials using expedient burial operations. Coordination with the county and state for the land used for such burials has been identified, and meets environmental requirements. Listings of these disposal sites are kept on file in the in the Office of Emergency Management. b. NCH Response 1. Facilitate development and application of protection measures and strategies. 2. Create and maintain a list of structures registered in the national or State historical registries, or those structures eligible for inclusion in those registries. E. RESPONSE ACTIVITIES 1. Parks and Recreation a. Animal and plant disease and pest response 1. Coordinate with King County integrated response to an outbreak of an economically devastating or highly contagious animal/zoonotic, exotic plant disease, or plant pest infestation. 2. Coordinate veterinary and wildlife services in the City’s affected areas. a. NCH Response 1. Provide Incident Management Teams to assist in NCH resource response and recovery actions. ---PAGE BREAK--- City of Redmond Comprehensive Emergency Management Plan 5 ESF 11, Agriculture and Natural Resources 2. Assist in emergency compliance with relevant federal and State environmental laws during response activities, such as emergency permits/consultation for natural resources use or consumption. 3. Manage, monitor, assist, and conduct response and recovery actions to minimize damage to City-wide NCH resources. F. RECOVERY ACTIVITIES All primary agencies are responsible for creating After-Actions Reports and Lessons Learned Reports. 1. Parks and Recreation a. Animal care, animal and plant disease and pest response b. Provide assistance when quarantine actions are required. c. In response to a bio-hazardous incident, assist in the decontamination and/or destruction of animals and plants as well as associated facilities if required. d. Refer to the Region 6 Sheltering Plan 2. NCH Response a. Provide assistance in contract management, contracting, procurement, construction inspection, and NCH resources assessments and restoration (natural resources), preservation, protection, and stabilization. b. Provide assistance to landowners as appropriate to help assess the restoration needs for important fish and wildlife habitat. c. Coordinate with ESF #3 and #10 on the removal of debris affecting NCH resources. V. RESPONSIBILITIES A. Parks and Recreation 1. Animal and plant disease and pest response. 2. Primary department to assist in the outbreak of a plant and/or zoonotic disease. B. NCH Resources 1. Organize and coordinate the capabilities and resources of the City to facilitate the delivery of services, technical assistance, expertise, and other support for the ---PAGE BREAK--- City of Redmond Comprehensive Emergency Management Plan 6 ESF 11, Agriculture and Natural Resources protection, conservation, rehabilitation, recovery, and restoration of NCH resources in prevention of, preparedness for, response to, and recovery from an incident.
