Project Overview This report summarizes the stormwater design elements for the McRedmond Park Regional Water Quality Facility (WQF). This documents the assumptions and criteria used for the design of this facility. This analysis uses the findings from the KPG Technical Memo, dated February 22, 2006, which summarizes the water quality treatment options associated with the Bear Creek Parkway & 161st Avenue NE Roadway Extension (BCP) Project and the Final Drainage Report for the BCP Project. The findings from the City Center Basin Planning – Regional Facility Analysis, dated February 24, 2006, prepared by Stephen Hitch was also incorporated into the design of this Regional WQF. 2. Project Regulatory Requirements The stormwater treatment requirements for this project are based on the City of Redmond Clearing, Grading and Stormwater Management Technical Notebook (Technical Notebook), Issue 5 effective January 2007. The Technical Notebook defines how the Washington Department of Ecology (Ecology) 2005 Stormwater Management Manual for Western Washington (2005 DOE Manual) will be implemented within the City. For the conveyance design, the Technical Notebook references the latest edition of the Washington Department of Transportation Hydraulic Manual (2005 WSDOT Manual). 3. Contributing Area The area draining to the proposed McRedmond Park Regional WQF has been revised from the analysis defined by the February 2006 KPG Technical Memo. This area, designated as Basin A in the February 2006 KPG Memo, had an estimated contributing area of 15.48 acres. The new area, per the Final BCP Drainage Report is 15.01, based on the final drainage collection area directed to the McRedmond WQF. Under existing conditions this area consists of mostly commercial, industrial and roadway areas. The soils within this area are predominately Earlmont Silt Loam (Ea) per the Soil Survey of King County compiled by the National Resource Conservation Service (see Appendix Earlmont Soils are classified as Type C Hydrologic Soils per the 2005 DOE Manual. Basin A is within the City Watershed #540 per the City of Redmond Watershed Map dated April 11, 2005. The associated areas of Basin A and Watershed #540 are included in Appendix D. The area of Watershed #540, with 21.95 acres, was used for the preliminary sizing and cost analysis summaries in the City’s February 2006 Regional Facility Analysis. The contributing area of Basin A, with ---PAGE BREAK--- 0453_McRedmond Park Regional Water Quality Facility Stormwater Design Report 2 15.01 acres, has been used for the final sizing of the McRedmond Park facility because not all of the area within the City Watershed #540 will drain to the proposed facility. Most of the area within the McRedmond Park, along the Sammamish River, is of the proposed facility. In addition, a portion of the former King County Shop site and adjacent railroad right-of-way, included in Basin #540, will drain to the proposed Leary Way regional facility, within City Watershed #510 per the Final Drainage Report for the BCP Project. The Leary Way WQF is being constructed as part of the Bear Creek Parkway & 161st Avenue NE Roadway Extension Project. 4. Design Flows & Conveyance System The water quality treatment flows for the McRedmond Park WQF are 1.2 cfs, per the Western Washington Hydrologic Model (WWHM) as required in the 2005 DOE Manual. The WWHM model output is included in Appendix A. The water quality treatment flow rate is based on the Water Quality Off-line target flow with the 15 minute adjustment. The contributing area for this flow is the 15.01 acres from Basin A with the Developed Land Use proportions determined in the City’s Regional Facility Analysis of 40% Roof, 50% Roads and 10% Landscape areas. The 2005 WSDOT Manual, referenced through the City’s Technical Notebook, recommends the Rational Method or Santa Barbara Urban Hydrograph (SBUH) Method for designing the conveyance system. The peak design flow for the conveyance and the water quality facility high-flow bypass are based the SBUH Method using the XP-STORM routing program. The SBUH model was used to verify the hydraulic grade line requirements of the Technical Notebook at the 10, 25 and 50-year storm events (See XP-STORM Output in Appendix The 24- hour rainfall intensity of 2.8”, 3.2”, 3.5” was used for the 10, 25, and 50-year storm events, per the Isopluvial Maps from the King County Surface Water Drainage Manual, 2005 and NOAA Atlas 2, Volume IX,1973. The peak design flows entering the McRedmond WQF are 9.0, 10.3, and 11.3 cfs for the three design storm events respectively. The full-flow capacity of the 24” PVC pipe, of the WQF bypass, at the minimum grade of 0.25%, per the Technical Notebook, will convey 13.37 cfs, which exceeds the peak 50-year flow of 11.3 cfs. The full-flow pipe capacity using Manning’s Equation is included in Appendix B. The Technical Notebook requires that pipe sizing shall convey the 10-year peak flow. Per the XP-STORM Model, both the 10-year and 25-year storms, 9.0 cfs and 10.3 cfs, are below the conveyance capacity. Upstream of the drainage connection from the proposed River Park Development the 18” pipe at minimum grade of 0.25% has a full-flow capacity of 6.21 cfs The 50-year peak flow contributing to this 18” stormwater main is 6.0 cfs. The McRedmond Park Regional WQF connects to an existing outfall into the Sammamish River along the south side of the Redmond Way Bridge. This 30” ---PAGE BREAK--- 0453_McRedmond Park Regional Water Quality Facility Stormwater Design Report 3 outfall, under the the Sammamish River trail, had previously been plugged approximately 30-ft from the River. An existing catch basin along the paved river trail connected to this outfall and has been reconnected to the new conveyance system. The stormwater conveyance system within City Watershed #540 previously connected to the 30” outfall pipe on the north side of Redmond Way, which has existing capacity issues per the City’s Regional Facilities Analysis, 2006. 5. Treatment Facility At the request of the City the Stormwater Treatment Facility for this project was selected from venders currently listed with Pilot Use Level Designation (PULD), by the Washington Department of Ecology. Since the treatment flow rates through this type media vault facility has not been approved by Ecology, the City has requested that the proposed WQF be designed to double the treatment efficiency recommended by the manufacture. The choosen facility, EcoStorm- Plus, by Royal Environmental Systems, has have been designed for a treatment capacity of at least 2.4 cfs, twice the required treatment flow rate of 1.2 cfs per the WWHM model. Onsite stormwater analysis for the McRedmond Regional WQF is being conducted separately by the City to evaluate the effectiveness of the EcoStorm- Plus unit to meet Basic and Enhanced Treatment requirements per the 2005 DOE Manual. The adjacent property, River Park Development, is planning to connect some roof top areas to the clean water bypass provided at Catch Basin No.14, See Record Drawings Appendix F.
