EXHIBIT C ARTICLE VII DEFINITIONS RZC 21.78 DEFINITIONS F DEFINITIONS Floodplain. Synonymous with the 100-year floodplain and means the land susceptible to inundation with a one percent chance of being equaled or exceeded in any given year. The limit of this area shall be based upon flood ordinance regulations maps or a reasonable method which meets the objectives of the Shoreline Management Act. (SMP). This term also applies Citywide. Effective on: 4/16/2011 Floodway. The area that has been established in effective federal emergency management agency flood insurance rate maps or floodway maps. The floodway does not include lands that can reasonably be expected to be protected from flood waters by flood control devices maintained by or maintained under license from the federal government, the state, or a political subdivision of the state. (SMP) Q DEFINITIONS Qualified Consultant. For purposes of administering the Critical Areas regulations, “qualified consultant” shall mean a person who has attained a degree in the subject matter necessary to evaluate the sensitive critical area in question biology or ecology for wetlands, streams and wildlife habitat; geology and/or civil engineering for geologic hazards and aquifer recharge areas), and who is professionally trained and/or certified or licensed to practice in the scientific disciplines necessary to identify, evaluate, manage, and mitigate impacts to the sensitive area in question. Specifically, for wetlands, a qualified professional shall have at least two years of full-time work experience as a wetlands professional, including delineating wetlands using federal manuals, preparing wetland reports, conducting functional assessments, and developing and implementing mitigation plans.
