Major TIA Comments: 1. WSDOT Northwest Region Traffic has concerns that the trip generation rates in the TIA are underestimated, and the ITE Trip Generation Manual does not have a sufficient number studies to provide an accurate representation of the proposed development. The proposed access connection to the development cannot be properly evaluated given these issues. Please see the subsequent section “Trip Generation Comments.” 2. Please include in the TIA an evaluation of level of service (LOS) and safety per the Developer Services Manual Section 4.1.04, Thresholds for Defining a Probable Significant Adverse Impact. 3. Please provide existing and future turning movement counts for all access connections and intersections impacted by the proposed access, including the intersection of the SR 520 ramps with NE 51st St and the proposed access. Please see the Developer Services Manual Section 4.1.08 Safety Thresholds. 4. Based on the first comment and subsequent comments within the “Trip Generation Comment” section, a revised TIA may require further analysis of operational impacts to other access connection and intersections, including the SR 520 ramp terminal intersections. If so, please include an analysis and results from Trafficware SimTraffic. Provide average vehicular movement delay and 95th percentile queuing results based on an average of five simulation runs. Include in the results the 95th percentile queue length in order to determine impacts. 5. TIA page 2 – WSDOT required the driveway access be limited to right-in/right-out only because of the proximity to limited access facilities and subsequent requirements within the WSDOT Design Manual; reference 530.03(3) Crossroads at Interchange Ramps. WSDOT has not approved a left-in access associated with a future City widening project. A at this location may interfere with operations at the ramp terminal intersection. 6. TIA page 6 – Please include a section and/or figure showing the trip distribution of the revised trip generation. Please see the Design Manual, Chapter 320, Section 320.10 TIA Report and the Developer Services Manual, Chapter 4, Section 4.2.09. Trip Generation Comments: 7. TIA page 2 – The TIA used multiple ITE Land Use Codes including Church (LUC 560), Apartment (LUC 220), and Warehousing (LUC 150) to calculate trip generation, but the TIA does not use the land use code for a Mosque (LUC 562), which is based on 1 study location. On page 8, the TIA estimates adding 9 trips for the Friday peak-hour. From the single study in the ITE LUC 562, the Friday peak-hour trip generation rate is 18.37 per 1,000 square feet. Since there is a large trip generation discrepancy between LUC 562 and the TIA, we highly recommend conducting studies of similar, local facilities to estimate trip generation. If you do not choose to collect data, the most appropriate ITE LUC would be to use the Church LUC 560 for Sunday services (based on square footage) ---PAGE BREAK--- to estimate Friday peak-hour trip generation. 8. TIA page 3 – Please provide an analysis of how right-in/right-out only access would affect the behavior of the trips in and out of the proposed development. Please review where U-turns would be executed, how much U-turn width is available at those locations, what size vehicles will need to make any U-turns, and how often U-turns will occur. 9. TIA page 4 - The use of 2,520 square feet storage space does not necessarily trigger the use of the land use code for Warehousing (LUC 150). The minimum average gross floor area for Warehousing (LUC 150) in the ITE study is 431,000 square feet. It is unclear why storage area was separated from the trip generation calculation for the Church LUC. Consider the storage space to be included as part of the overall square footage of the mosque. 10. TIA page 4 – The TIA uses the land use code for Apartments (LUC 220) to calculate trip generation for a guest apartment of 605 square feet, but according to ITE 9th edition “Apartments are rental dwelling units located within the same building with at least three other dwelling units, for example, quadraplexes and all types of apartment buildings”. Additional support or clarification should be provided if LUC 220 is to be used. Also consider if the apartment square footage should be considered part of the parsonage because many single dwelling units have a guest space. 11. TIA page 7 – The statement in the TIA about the ITE Trip Generation Manual not containing a land use that would fit the proposed development is reasonable. An alternative to using the Church LUC for this development, please consider collecting trip generation information from other mosques of similar size in the Puget Sound region and use that data to calculate trip generation values for this specific site. 12. TIA page 8 – For the calculation of trips on Friday, correct application of the Church LUC 560, Weekday involves multiplying the average rate (0.61) by the number of seats (147). The resulting value is much higher than stated in the TIA. We highly recommend additional data be collected to determine trip generation rates. General Comments: 13. TIA page 3 – Please remove from the TIA the copied portion of the Developer Services Manual, Section 4.1.05 Vehicular Trip Thresholds. 14. TIA page 3 – In the paragraph discussing the access driveway, please replace the reference to curbing with sloped mountable curb. Also, please clarify who is the responsible party and will be installing and maintaining this curb. 15. TIA page 3 – Please verify the attached site plan of 36 vehicular parking stalls. We count a total of 31 vehicular parking stalls in the attached site plan. 16. TIA page 4 – Please consider removing the Activities Schedule section within the TIA. A traffic impact analysis typically assesses average daily traffic and peak-hour directional volumes. If this section is attempting to justify that the proposed development’s trip generation is outside the typical AM and PM peak-hours for SR 520 and NE 51st St, please state it very explicitly with supplementary analysis and justification. 17. TIA page 8 – In the paragraph discussing sunset and afternoon prayers, the statement about overlapping trips with the PM peak-hour is unclear. Please clarify by citing frequency of overlap and analyzing what would be the systematic impact on the PM peak-hour. 18. TIA page 9 –In the discussion about sight lines, please consider that in order to relocate the bus shelter to enhance sight distance, a concurrence letter from King County Metro is required. 19. TIA page 10 – In the Access Operational Review section, please clarify which time period the turning movement counts were conducted. 20. TIA page 10 – In the Access Operational Review section, it should be clearly stated if a condition is used for future analysis. WSDOT has not approved a at this ---PAGE BREAK--- location as it is within limited access and subject to subsequent requirements in the WSDOT Design Manual. 21. TIA page 10 – In the table for ESD and SSD, the subject headings are conflicting. Please reorganize the table for clarity; consider splitting into two tables. For example, if the egress motorist is looking for an EB motorist approaching the IS, they are looking west (to their right). 22. TIA page 13 – Please provide clarification when the 5-lane street plan is scheduled to occur. As we have stated in our August 2012 letter, while the right of way in this area has been turned back to the City, the City is still responsible to maintain the Limited Access rights that were purchased by the State from the abutting property owners. A value determination for the new commercial access must be prepared due to the change in use. Lastly, please send us the latest Hydraulics Report for this project.
