MEMORANDUM To: Planning Commission From: Cathy Beam, AICP, Principal Planner, [PHONE REDACTED], [EMAIL REDACTED] Date: January 23, 2019 Subject: Shoreline Master Program Periodic Update, LAND-2018-01272 Purpose On January 23, 2019, the Planning Commission will hold a public hearing on the Shoreline Master Program Periodic Update. The Update consists of proposed amendments to the Redmond Zoning Code (RZC) Chapters 21.68, Shoreline Master Program, Chapter 21.64, Critical Areas Regulations, and Chapter 21.78, Definitions consistent with requirements set forth in the Shoreline Management Act (SMA), RCW 58.080(4). Background Staff introduced the Shoreline Master Program Periodic Update to the Planning Commission at the January 9, 2019 meeting. The presentation included an overview of the Shoreline Management Act, Redmond’s Shoreline Master Program, proposed key changes, and the proposed schedule. A few questions were asked by the Commission and answered by staff. Staff explained what is a “floodway” and the “ordinary high water mark.” In addition, staff clarified there are no substantive changes being proposed outside the scope of those required by the Department of Ecology rule changes other than ensuring consistency with the recently adopted Wireless and Wellhead Zoning Code Amendments. Preparation for January 23rd Hearing and Study Session Commissioners are requested to review the Technical Committee Report and exhibits that were provided in the December 26, 2018 meeting packet. In addition, staff prepared an additional document in response to Commissioner Miller’s request to disclose discernable impacts to both staff (operational impact) and property owners (time and cost) for each item identified on the Department of Ecology’s Periodic Review Checklist. Review Schedule The Planning Commission is scheduled to continue review of this item at a study session on February 23rd and February 27th, if needed, followed by a recommendation to the City Council.
