Include the following: Redmond City Council meetings: All City of Redmond construction contracts and consultant agreements are approved @ City of Redmond Council meetings. City of Redmond City Council meetings are open to the public and held on the 1st and 3rd Tuesday of each month @ Redmond City Hall. City of Redmond web page: The meeting agendas, notices and minutes are available@ http://www.redmond.gov/insidecityhall/citycouncil/agenda.asp. Audio tapes: of the meetings are available @ the City of Redmond library or @ http://redmond.gov/aboutredmond/rctv/ondemandindex.asp. Redmond City TV 21 Comcast/Channel 34 Frontier: All upcoming city council meetings are cable cast live on RCTV. In addition all meetings are replayed during the week at the following times Wednesday 1 :00 am & 3 pm, Thursday and Friday 1 :OOam, Thursday 7:30 pm and Sunday 9:00 pm. The meetings are on demand for 2417 viewing. Items from the Audience: Anyone can sign up prior to the meeting to speak (3 minute maximum) directly to the Mayor and City Council @ the beginning of each meeting beginning @ 7;30 pm. Advertisement included statement "The City of Redmond in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 200d to 220d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award." All federally funded contracts administered by the City of Redmond contain Title VI provisions (FHWA form 1273) defining Title VI requirements included in the contract documents with a requirement that these provisions be included in all amendments, supplements and lower tier contracts entered into by the contractor. Contract documents also include GSP 01-07 .11 language relating to the Requirements for Non-discrimination. Goals are established for the participation of Disadvantaged Business Enterprises, where applicable. All City of Redmond federally funded contracts, contain non- discrimination provisions to ensure and heighten awareness that the City of Redmond will not tolerate discriminatory practices. e. How did your organization ensure that minority, women, and disadvantaged firms were provided equal opportunity to participate in the contracting arena? As part of the City of Redmond's outreach efforts to use minority and female contractors, when appropriate, proposals include a Disadvantaged Business Enterprise (DBE) goal. Certified DBE firms can encompass small minority and women-owned firms. As a condition of award, the successful bidder must make good faith efforts to meet this DBE goal. The proposer establishes good faith efforts when it documents that it has obtained enough DBE participation to meet the DBE goal: or documents that it has made adequate efforts to do so although unsuccessful. 5. Summarize any transportation projects that identify potential impacts to minority and/or low- income Environmental Justice (EJ) populations impacts such as displacements, increased noise, bisecting neighborhoods, et al). Note the following: a. How impacts were minimized/mitigated. b. Also include a statement, if applicable, on projects that specifically benefit community cohesion such as: adding sidewalks, improving access to properties that improve access for EJ populations. None during this reporting period 6. If Right of Way has been acquired for a transportation project, please describe: a. Identify the number of minority, low-income, elderly and disabled persons affected. b. The efforts that were made to address Limited English Proficiency issues (including use and cost of translators, outreach efforts for each reported activity). c. Describe any concerns raised by minorities and women regarding appraisals, negotiations, relocation assistance, and payments. What actions were taken to resolve those issues? 2 minority and 4 elderly property owners were affected by Right of Way acquisition. Right of Way was acquired in compliance with Federal standards.
