TENW SUBJECT: Redmond Cottages (formerly Rose Hill Cottages) Updated Traffic Impact Analysis TENW Project No. 5413 This memorandum documents an update to the July 20, 2015 traffic impact analysis completed for the Redmond Cottages (formerly Rose Hill Cottages) project. The update was completed to reflect the current proposed site plan that includes 28 single-family lots. The July 2015 analysis included 24 single family lots. The project is located on the east side of 132nd Ave NE in the vicinity of NE 112th Place in the City of Redmond (see Figure Executive Summary Proposal. The project would include the development of 28 single-family cottages on a currently vacant site. Vehicular access to the site would be provided to 132nd Avenue NE via the existing NE 112th Place residential street. The anticipated year of occupancy is 2019. Trip Generation. The proposed project is estimated to generate 326 net new weekday daily trips, with 29 net new trips occurring during the weekday AM peak hour (7 entering, 22 exiting) and 33 net new trips occurring during the weekday PM peak hour (21 entering, 12 exiting). Access Analysis Sight Distance. Sight distance at the intersection of 132nd Ave NE/NE 112th Place was determined to meet the City of KirklandÊs recommended (desirable) sight distance. Level of Service. The controlled movements at the unsignalized intersection of 132nd Ave NE/NE 112th Place are estimated to operate at LOS C or better during the weekday AM and PM peak hours in 2019 without or with the proposed project. Driveway Spacing. Based on the City of KirklandÊs Policy R-4: Driveway Policy, the existing NE 112th Place does not meet the CityÊs driveway spacing standards (which requires 150 feet between driveways and 100 feet to unsignalized intersections). NE 112th Place is an existing residential street that provides access for seven single-family homes, and would provide access to the proposed Redmond Cottages project to the east. Although driveway spacing standards are not met at the location of the existing NE 112th Place onto 132nd Avenue NE, no feasible alternate access is available for the project. Since no apparent safety issues exist with the current location of NE 112th Place, existing sight distance is adequate, and all turn movements at the intersections are anticipated to operate at LOS C or better during peak hours, use of 112th Place NE for the proposed project access is not expected to create a significant adverse impact to the operation of the intersection. ---PAGE BREAK--- Updated Traffic Impact Analysis – Redmond Cottages TENW March 6, 2017 Page 2 Insert Fig 1 (Site Vicinity) ---PAGE BREAK--- Updated Traffic Impact Analysis – Redmond Cottages TENW March 6, 2017 Page 3 Introduction Per your email dated June 30, 2015, the following items were addressed in this traffic impact analysis: • Project description • Trip generation • Trip distribution and assignment • Traffic volume forecasts • Site access analysis at 132nd Ave NE/NE 112th Place including: o AM and PM peak hour level of service (LOS) o Intersection and stopping sight distance o Driveway spacing Project Description The proposed Redmond Cottages project would be located east of 132nd Avenue NE in the vicinity of NE 112th Place in Redmond, WA. The project would include the development of 28 single family cottages on a site that is currently vacant. Vehicular access to the site would be provided to 132nd Avenue NE via NE 112th Place which is an existing residential street. The anticipated year of occupancy is 2019. A preliminary site plan is included as Figure 2. Trip Generation The weekday daily, AM and PM peak hour trip generation estimates for the proposed cottages were based on trip rates published in the Institute of Transportation Engineers (ITE) Trip Generation manual, 9th edition. The resulting weekday daily, AM and PM peak hour trips are summarized in Table 1. A detailed trip generation estimate is included in Attachment A. Based on weekday AM and PM peak period traffic counts conducted at the intersection of 132nd Ave NE/NE 112th Place, approximately 25 percent of the project trips were estimated to be destined to/from the north on 132nd Ave NE and 75 percent of the project trips were estimated to be destined to/from the south on 132nd Ave NE. The assignment of the weekday AM and PM peak hour project trips at 132nd Ave NE/NE 112th Place are shown in Figure 3. Traffic Volumes Forecasts Existing weekday AM and PM peak hour traffic counts at the intersection of 132nd Ave NE/NE 112th Place were conducted on Tuesday February 28, 2017 (see Attachment The existing AM and PM peak hour counts are summarized in Figure 3. Future year 2019 without-project baseline traffic volumes were estimated by applying a 2 percent annual growth rate to the existing volumes. Future 2019 with-project traffic volumes were estimated by adding the Redmond Cottages project trip assignment to the 2019 without-project volumes. The weekday AM and PM peak hour 2017 existing traffic volumes, 2019 without-project traffic volumes, project trip assignments, and 2019 with-project volumes at 132nd Ave NE/NE 112th Place are shown in Figure 3. Site Access Analysis Level of Service Analysis A 2017 existing, 2019 without-project, and 2019 with-project level of service (LOS) analysis were completed at the 132nd Ave NE/NE 112th Place intersection which would serve as access to the proposed project. Weekday AM and PM peak hour level of service (LOS) analyses were conducted using the methodologies and procedures outlined in the 2010 Highway Capacity Manual (HCM 2010). LOS serves as an indicator of the quality of traffic flow and degree of congestion at an intersection or roadway segment. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. The LOS methodology is described in Attachment C. The Version 10 software package was used to determine LOS. Table 2 summarizes the AM and PM peak hour LOS results. The LOS calculation sheets are included in Attachment C. The slight decrease in delay shown for the shared westbound exiting movement during the AM peak hour with the proposed project is due to the additional right-turning project trips which decreases the average delay for the shared movement. Sight Distance Intersection sight distances and stopping sight distances at 132nd Ave NE/NE 112th Place were measured and field-verified by TENW in July 2015. Entering sight distance was measured based on the City of Kirkland Department of Public Works Pre-Approved Plans Policy R-13 (Intersection Sight Distance). Stopping sight distance was measured based on AASHTO-Geometric Design of Highways and Streets, 4th Edition. The posted speed limit on 132nd Ave NE in the vicinity of NE 112th Place is 35 mph. For a 35 mph posted speed and ADT over 6,000 on 132nd Avenue NE, the „recommended‰ (desirable) value for entering sight distance is 390 feet based on driveway type E2 (Policy R-13 Table For a 35 mph speed on 132nd Ave NE, the recommended minimum value for stopping sight distance is 250 feet (AASHTO Table 3-1). Intersection Sight Distance The intersection sight distance is measured from a setback point on the driveway approach 14 feet back from the edge of the traveled way. The intersection sight distance looking to the north and south was verified to be in excess of 390 feet, therefore meeting the City standard. Stopping Sight Distance Approaching the project driveways on 132nd Ave NE from the north and south, the available stopping sight distance was measured and verified to exceed (meet) the applicable standards. NE 112th Place is an existing residential street that provides access for seven single-family homes, and would provide access to the proposed Redmond Cottages project to the east. The City of Kirkland driveway spacing standards are documented in Policy R-4: Driveway Policy. For multi-family driveways, the driveway spacing standard is 150 feet and 100 feet to unsignalized intersections on an arterial street with a 35 mph posted speed limit. Based on field measurements, the existing location of the NE 112th Place intersection onto 132nd Avenue NE (arterial) would not meet the CityÊs driveway spacing requirements. A single family driveway is located approximately 35 feet south of the NE 112th Place, and NE 113th Street is located approximately 90 feet north of NE 112th Place. Although driveway spacing standards are not met at the location of the existing NE 112th Place onto 132nd Avenue NE, no feasible alternate access is available for the project. Since no apparent safety issues exist with the current location of NE 112th Place, existing sight distance is adequate, and all turn movements at the intersections are anticipated to operate at LOS C or better during peak hours, use of 112th Place NE for the proposed project access is not expected to create a significant adverse impact to the operation of the intersection. LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the average control delay (sec/veh) and can be reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only). The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major- street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table C1 outlines the HCM 2010 LOS criteria for signalized and stop-controlled intersections based on these methodologies.
