You have requested the following deviation:  Entering Sight Distance Deviation (DEVREQ-2016-002122): Allow the entering sight distance at the driveway access being shorter than the required entering sight distance per Table 9 in the City of Redmond Zoning Code Title 21 Appendix 2.A.7.c. The project frontage street NE 51st Street is classified as a minor arterial with a posted speed of 35 miles per hour (mph). Per Table 9 in the City of Redmond Zoning Code Title 21 Appendix 2.A.7.c, adequate entering sight distance shall be provided at the driveway. The required entering sight distance for the design speed of 45 mph based on the posted speed of 35 mph plus 10 mph over the posted speed shall be 500 feet, measured 14.5 feet back from the face-of-curb. The proposed driveway access is checked against the entering sight distance requirements. The driveway access will provide the required entering sight distance of 500 feet for the left-turning traffic from the driveway but will only provide entering sight distance of approximately 300 feet for the right-turning traffic from the driveway due to the bus shelter and vegetation on NE 51st Street blocking the sightlines. The provided entering sight distance of approximately 300 feet for the right- turn traffic from the driveway is shorter than the required 500 feet entering sight distance. The Deviation Review Team has reviewed your deviation request and approved the south driveway access entering sight distance for the right-turn movement from the driveway being shorter than the ---PAGE BREAK--- 2 required entering sight distance per Table 9 in the City of Redmond Zoning Code Title 21 Appendix 2.A.7.c. on the following conditions:  The vegetation within the sightline will be pruned and the bus shelter on NE 51st Street will be relocated further east to provide entering sight distance of approximately 430 for the right- turn movement, which meet the AASHTO entering sight distance criteria for the right-turn movement at a design speed of 45 mph. If King County Metro agrees to relocate the bus shelter, the applicant will be responsible for the vegetation pruning and bus shelter relocation. If the City’s planned capital improvement project on NE 51st Street starts construction before the proposed development, the City will complete the bus shelter relocation. The applicant may request a reconsideration of the above deviation decision. The applicant must file the reconsideration request with the Development Engineer within ten (10) business days or before 2/1/2017 of the issuance of the original decision; the reconsideration request must include the original deviation application, the written decision, reasons supporting reconsideration, and additional support justification.
