Policy & Procedure Subject: POLICY AND PROCEDURES MANUAL Index: GENERAL Page 1 of 2 pages Number: 1.1 Approved by: Effective Date: 10/1/2010 Supersedes: 7/15/1997 NOTICE: The contents of this manual should in no manner be considered as a contract of employment and do not change the at-will status of non-represented employees. These policies and procedures, as are evident by Policy 1.1, are subject to change and modification as deemed necessary. 1.0 PURPOSE: To establish the Policy and Procedures for the development, coordination and issuance of the City of Puyallup Administrative Policies and Procedure Manual. 2.0 ORGANIZATIONS AFFECTED: All departments. 3.0 REFERENCES: None. 4.0 POLICY: The City of Puyallup maintains an Administrative Policies and Procedure Manual intended to serve as a centralized reference source for city policies and procedures and to help provide a unified approach to city operations. 5.0 DEFINITIONS: 5.1 Policy: A general principle, plan or course of action. 5.2 Procedure: Specific instructions for the implementation of policies. 6.0 PROCEDURES: 6.1 All department directors/managers are responsible for providing analysis and recommendations for policy and procedure documents. ---PAGE BREAK--- Policy and Procedures Manual Page 2 6.2 All policy and procedure documents must be reviewed and signed by the City Manager prior to publication. 7.0 ACCOUNTABILITY: 7.1 All city personnel are responsible for keeping themselves informed of policies and procedures as they affect their job responsibilities and are to implement all new/revised publications. 7.2 Violations of city policies and procedures may result in appropriate disciplinary action, up to and including termination. 8.0 RELATIONSHIP TO COLLECTIVE BARGAINING AGREEMENT: These Policies and Procedures are intended to apply to employees covered by collective bargaining agreements only in those situations where the agreement is silent or where a past practice does not exist. In the absence of these elements the employees shall be governed by these policies and procedures.
